A RESOLUTION, BY A 4/5THS AFFIRMATIVE VOTE OF
THE MEMBERS OF THE CITY COMMISSION AFTER A
DULY ADVERTISED PUBLIC HEARING, RATIFYING THE
CITY MANAGER'S FINDING OF SOLE SOURCE;
WAIVING THE REQUIREMENTS FOR COMPETITIVE
SEALED BIDS AND APPROVING THE PURCHASE OF A
COMPUTERIZED PERMITS AND VIOLATIONS SYSTEM
FROM THE CITY OF FORT LAUDERDALE TO BE USED
BY THE DEPARTMENT OF BUILDING AND ZONING,
SAID SYSTEM, AVAILABLE ONLY FROM THE CITY OF
FORT LAUDERDALE, BEING FULLY COMPATIBLE WITH
THE CITY OF MIAMI MAINFRAME AT A TOTAL
PROPOSED COST OF $42,000.00; ALLOCATING FUNDS
THEREFOR FOR THIS PURCHASE FROM FY'89 SPECIAL
PROJECTS AND ACCOUNTS NO. 921002-880; -
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR THIS SYSTEM.
WHEREAS, the Department of Building and Zoning wishes to
purchase a computerized permits and violations system; and
WHEREAS, the City of Fort Lauderdale has developed a
Building and Zoning computer software package designed
specifically for Unisys large system mainframes and after an
extensive research by the City of Miami it was found to be the
only software package which meets the
feature/function/requirement capabilities identified by the
City's Building and Zoning and Computer Departments which is
operating in a similar environment; and
WHEREAS, this system is available for purchase from the City
of Fort Lauderdale at a total proposed cost of $42,000.00 and
WHEREAS, funds for this purchase are available from FY'89 SPeciai
Projects and Accounts No. 921002-8890.; and
WHEREAS, the City Manager and the Directors of the Building
and Zoning. and Computers Departments recommend that the>purchase
of said system from the City of Fort Lauderdale be approved;, -and
WHEREAS, the Chief Procurement Officer has adopted a finding
wherein that the City of Fort Lauderdale is the sole source to
provide this system; and

Now, THEREFORE. BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI# FLORIDAs
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By an affirmative vote of 4/5ths of the
Members of the City Commission, after a duly advertised public
hearing, the City Manager's finding that the City of Fort
Lauderdale is the sole source of supply to the City for the
furnishing of the computerized permits and violations system, is
hereby ratified.
Section 3. The requirement for competitive sealed bids

Department to computerize their records.
As I understand it, Mrs. Edith Fuentes and her
staff have evaluated the system
Utilized by the City of Ft. Lauderdale to be
entirely satisfactory for their
needs. Additional funding may be necessary
for the hardware (I understand
that the funds are available for the software)
which the Board would commend
to your attention because of our view that
the City must streamline its
huilding permitting process.

in conclusion, the Departments of Computers and Building and Zoning
recommend the purchase of the Ft. ',Lauderdale Building and Zoning
software because it meets the operational needs of the Building and
Zoning Department and the. compatibility and technical needs of the
Department of Computers while also being fully compatible with the
Oi-ty's existing hardware and ooftware.
