HomeMy WebLinkAboutR-89-1058J-89-1176 12/12/89 RESOLUTION NO. !3051 A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGRSEMENTs, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE MIAMI HEAT COMMUNITY FOUNDATION, INC. FOR THE USE OF GIBSON PARK, LOCATED AT 401 NORTHWEST 12 STREET, MIAMI, FLORIDA, FOR THE PURPOSES —_ PROPOSED BY SAID FOUNDATION RELATING TO A RECREATIONAL FACILITY FOR THE OVERTOWN COMMUNITY AT SAID PARR, SUBJECT TO THE APPROVAL OF THE REQUIRED STATE AND FEDERAL AGENCIES THAT HAVE PROVIDED PAST FUNDING FOR SAID PARR AND SUBJECT TO ALL CITY CODE AND CHARTER REQUIREMENTS; FURTHER DIRECTING THE CITY MANAGER TO PRESENT AN AGREEMENT APPROVED BY THE CITY ATTORNEY TO THE CITY COMMISSION FOR REVIEW AND APPROVAL AT THE REGULAR CITY — COMMISSION MEETING OF FEBRUARY 8, 1990. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to negotiate an agreement, in a form acceptable to the City Attorney, with the Miami Heat Community Foundation, Inc. for the use of City -owned Gibson Park, located at 401 Northwest 12 Street, Miami, Florida, for the purposes proposed by said Foundation relating to a recreational facility for the Overtown community at said park, subject to and conditioned upon the approval of the required State and Federal agencies that have provided past funding for said park and subject to all City Code and Charter requirements. Section 2. The City Manager is hereby directed to present an agreement approved by the City Attorney to the City Commission for its review and approval at the regular Commission Meeting of February 8, 1990. .d L Nt kA� c, Section 3. Q 4 _ _ . ,.. .. < _ ., x S ... . ...., n. <... f •i .,�. �,.hS%i P MIANI HEAT CMMMITY__FOUNDATION PROPOWL SCOPE The Miami Heat, through the Miami Heat Community Foundation~ has proposed to build a Community/Athletic Center in `the Overt own area, and to subsequently donate the facility to the City of Miami via the residents of Overtown. The purpose of the Center is to provide a mechanism through which positive role models might interact with the youth of the area. It is anticipated that the Center will offer structured sports programs as well as educational, cultural and meeting facilities for the community at large, and the youth in ;— particular. It is also hoped that the Center will interface with ,{ other youth orientated agencies in the county in an effort to broaden the horizons cof the participating youth. - r STRLICTM The structure as proposed will occupy from 7-10 acres of land and will include both an indoor and outdoor component. y j w l ice_. INDOOR: The indoor component will house a regulation gymnasium with an NBA basketball court, an Olympic sized boxing �r 77y ring, an indoor swimming pool, a fully equipped weight{"� room, as well as locker rooms and showers. It _ is the Foundation's position that the site select ion is to be dome by the City af, wn and that it will abide by t- Miami and the residents of Overt o} w -`a their collective decision. gME The Foundation will enter into a long range leasing agreement with the City of Miami for the building rights and the usage of the site. The actual ownership of the property will remain with the City of Miami. USPSE The primary occupants of the facility will be the youth — of Overtown and the Community in general, as well as the managing agent. The Miami Heat, and other visiting basketball teams may seek to use the gymnasium periodically, however, their usage is 4 _ not a prerequisite to the building of the Center. The presence x of the Heat, as well as other NBA teams, will further the role } model aspect of the Center.— } —E M�IAEMF�IT ` The Boys Club will be the managing agents for the ce nter and will enter into. a long-term agreement with t�►e.- Foundation.
