RESOLUTION NO. 99-1018
A RESOLUTION AUTHORIZING THE PURCHASE OF A
POLICE PATROL SCHEDULING SYSTEM, AT AN
APPROXIMATE COST OF $114,600; AND ALLOCATING
FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST
FUND, UPON SUCH COSTS HAVING BEEN APPROVED BY
THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, the City of Miami, along with the rest of the
nation, has experienced a major increase in crime; and
WHEREAS, the Police Department must determine the deployment
of its personnel to insure the most efficient and effective
coverage of the city; and
WHEREAS, the Police Patrol Scheduling System is the most
sophisticated police deployment system available today; and
WHEREAS, this system uses calls for service and personnel
availability to optimize work schedules and balance workloads
between substations and patrol units; and
WHEREAS, funds to cover the necessary expenses required for
the above listed program have not been included in the Police
Department's normal operating budget; and
WHEREAS, the Chief of Police has recommended adoption of
this resolution and has determined that the expenditures proposed

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

adapted by reference thereto and incorporated herein as if fully
set forth in this Section.
Section 2. The authorization for purchase of a Police
Patrol Scheduling System in the approximate amount of $114,60C1,
with funding to be provided from the City of Miami Law
Enforcement Trust Fund, Project No. 690001, Index Code 029002-
247, is hereby approved.
Section 3. This Resolution shall become
immediately upon its adoption pursuant to law.

It is respectfully recommended that a Resolution authorizing the r
purchase of a po
lice Patrol Scheduling System, at an approximate
cost of $114,600, be approved. _
} BACKGROUND: ^` -
The Miami Police Department fields three shifts of police
officers to patrol the streets of Miami. Determining how to
deploy these officers so as to maximize their effectiveness .in -
servicing the community is of primary concern to the department:
The Police Patrol Scheduling System is the most sophistipated -
police deployment system available today. The system uses.,calls.

cost of this system includes the training of police. department
personnel and assistance in developing a.program suitable for the -,
department's needs. r
