WMWM, Florida state Statute 932.704 (3) (a) , as amandedr authorizes the
expenditure of forfeiture proceeds for law enforcement and anti -drug education
programs not considered normal operating expenses; and
WHEFOUSt the City of Miami, along with the rest of the nation,, has
experienced a major increase in drug salesf purchases and use; and
WFEFWM, the Mertawn/wynwood/coconut Grave areas are score of the most
socially and econcoically deprived areas of the City; and
wHnwns, there have been times when tension between the Police
Department and residents of these areas has been extremely volatile; and
MOM, these areas need increased drug prevention and ccmmmity
program; and
HZFMr the Miami police cops and Kids Athletic Drug DlversionaiY
Program is designed to place youths in a constructive ab=O-*e4W where they
can achieve high goals, •develop self-esteem and find alternatives to drug use, -
and
HMMM, this is a conscientious effort to bridge the gap between the
youths of these areas and the Miami Police Department; and
HOPMe the Mimi Police Cops and Kids Athletic Drug Diversimtry
Program will require funding to cover necessary expenses incurred by On

Section 1. The recitals and findings contained in the preamble to this
Resolution are hereby approved, confirmed and adopted by reference thereto and
incorporated herein as if fully set forth in this Section.
Section 2. Funding, not to exceed $110,000, is hereby authorized fram
the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code
029002-247, to cover necessary expenses for the operation of the Miami. Police
Cops and Rids Athletic Drug Diversionary Program as approved by the Chief of
Police, conditioned upon the adoption of an appropriations ordinance .
Section 3. This Resolution shall became effective immediately upon its
adoption pursuant to law.

attached resolution authorizing the funding of the Miami Police
Department 6 Kids Athletic Drug DiversionaryzProgram, in `tt

Enforcement Trust Fund.
BACKGROUND:
The Miami Police Department has shown an increase in juvenile
gang and drug related arrests for the 1988-89 calendar:. year. The
Cops and Rids Athletic Drug ''`Diversionary -.,Program'. '18L targeted �

primarily in.'"the:-Overtown, Wynwood, and Coconut Grove areas of-
the City where an inordinate number of these arrests have been
