PARADE FUND--1990" IN THE AMOUNT OF $6,000 FOR THE PURPOSE OF EXPENDING MONIES TO DEFRAY EXPENSES INCURRED IN CONNECTION WITH THE PARADE TO BE CONDUCTED IN THE CITY OF MIAMI DURING THE MONTH OF JANUARY, 1990 IN OBSERVANCE OF THE BIRTHDAY OF THE LATE DR. MARTIN LUTHER KING, JR., REVENUE IN A LIKE AMOUNT BEING AVAILABLE FROM PRIVATE SECTOR DONATIONS; FURTHER PROVIDING THAT ANY SURPLUS OF FUNDS REMAINING AFTER THE PAYMENT OF EXPENSES INCURRED AS A RESULT OF STAGING THE 1990 PARADE SHALL BE MADE AVAILABLE FOR USE IN CONNECTION WITH THE CITY'S ONGOING FUNDING PROGRAM FOR COMMUNITY CULTURAL EVENTS AS ESTABLISHED BY ORDINANCE NO. 10206; CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE. .A • WHEREAS, it is fitting and proper that the Miami City Commission take steps to ensure the success of a parade to be conducted in the City of Miami during the month of January, 1990 in observance of the birthday of the late Dr. Martin Luther King, Jr.; and WHEREAS, an integral part of the parade's funding program is the immediate creation of a separate special revenue fund containing an initial appropriation in the amount of $6,000 reasonably anticipated to be received in the form of cash donations from the private sector; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: Fund Title: Dr. Martin Luther King, Jr. Parade Fund--1990 Resource: Private Sector Donations $6,000 Appropriation: Dr. Martin Luther King, Jr. Parade Fund $6,000 1067-6 Section 2. The herein Special Revenue Fund is to be expended for the purpose of defraying expenses incurred in connection with the parade to be conducted in the City of Miami during the month of January, 1990 in observance of the birthday of the late Dr. Martin Luther King, Jr. Any surplus of funds remaining after the payment of expenses incurred as a result of staging the 1990 parade shall be made available for use in connection with the City's ongoing funding program for community cultural events as established by Ordinance No. 10206. Section 3. All ordinances or parts of ordinances in conflict herewith, insofar as they are in conflict, are hereby repealed. Section 4. If any section, part of this section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 5. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further ground that the herein action has to be taken as soon as possible because of the time constraint involved. Section 6. The requirement of reading this Ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Section 7.
