HomeMy WebLinkAboutO-10668J-89-818 08/09/89 ORDINANCE NO. 10668 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 10202, ADOPTED JANUARY 8, 1986, BY INCREASING THE APPROPRIATION TO THE SPECIAL REVENUE FUND ENTITLED "HANDICAPPED DIVISION FUND RAISING PROGRAM" BY THE AMOUNT OF $35,000 COMPOSED OF MONIES GENERATED THROUGH FUND RAISING EFFORTS OF THE CITY OF MIAMI'S HANDICAPPED DIVISION AND PRIVATE DONATIONS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10202 on January 8, 1986 establishing a special revenue fund entitled "Handicapped Division Fund Raising Program"; and WHEREAS, the City of Miami has ongoing and continuous programs for its handicapped citizens; and WHEREAS, the availability of Federal, State and Local funds to support these programs has continuously been reduced; and WHEREAS, the Handicapped Division of the Department of Parks, Recreation and Public Facilities has researched, developed and implemented various fund raising methods, which have proven successful; and WHEREAS, since the establishment of said Special Revenue Fund, the Handicapped Division has raised additional funds for its programs for a total increase in the amount of $35,000 to be appropriated at this time; and WHEREAS, the revenues collected from nongovernmental sources such as special events, concessions and private donations will be utilized to enhance the availability of quality services for the handicapped; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: �' ` • r y W Section 1. Ordinance No. 10202, adopted January 8, 1986, is hereby amended in the following particulars: l/ "Section 1. The following Special Revenue Fund is hereby established as described herein: FUND TITLE: HANDICAPPED DIVISION FUND RAISING PROGRAM RESOURCES: PUBLIC AND PRIVATE CONTRIBUTIONS -7,500 $25,000 CONCESSIONS AND OTHER FUND RAISING $-- -,-5QO $25, 000 APPROPRIATION: HANDICAPPED DIVISION FUND RAISING PROGRAM $19,QQQ $50,000" Section 2. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 4. ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached ordinance amending Ordinance No. 10202, adopted January 8, 1986 conerning the special revenue fund entitled: "Handicapped Division Fund Raising Program" by increasing funds for the program's operation in the amount of $ 35,000, composed of monies generated through fundraising efforts of the City of Miami's Handicapped Division and private donations. Background: The City of Miami, Department of Parks, Recreation and Public Facilities Handicapped Division has received grant funds for the past thirteen years. However federal grants and community development monies have been drastically reduced in recent years which has necessitated* that the Division place an increased emphasis on fundraising. The monies raised through annual fundraising efforts supplement the Division's community recreation programs to a minimum of three hundred adults and children. Through the various fundraising activities since 1986, including the annual Edward James Olmos Golf Classic, monthly special events and private donations, the Division has raised approximately $35,000, which will be used to expand its services to reach those citizens now on waiting lists. These programs serve to enhance the lives of the developmentally disabled citizens of Miami by providing an integrated setting and equal opportunities and access in all their endeavors. The Handicapped Division promotes and advocates for the needs of the disabled and considers community recreation a vital component in the transition process.
