AN EMERGENCY ORDINANCE AMENDING SECTION 2 OF
ORDINANCE NO. 10568, ADOPTED APRIL 13, 1989,
BY INCREASING APPROPRIATIONS TO THE SPECIAL
REVENUE FUND ENTITLED "SUMMER FOOD SERVICE
PROGRAM FOR CHILDREN 1989" IN THE AMOUNT OF
$37,691 COMPOSED OF GRANT REIMBURSEMENTS FROM
THE UNITED STATES DEPARTMENT OF AGRICULTURE
THROUGH THE FLORIDA DEPARTMENT OF EDUCATION;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 10568 on
April 13, 1989, establishing a special revenue fund entitled
"Summer Food Service Program for Children 1989" in the amount of
$199,752; and
WHEREAS, the City of Miami Department of Parks, Recreation
and Public Facilities provided a nutritional lunch program in
conjunction with its summer recreational program for children 18
years of age and under, which featured arts and crafts, sporting
activities, field trips, and special events; and
WHEREAS, the Summer Food Service Program planned to serve up
to 1,915 lunches and 1,690 snacks per day, using (28) sites
throughout the City, and due to an increase in performance, we
served 2,212 lunches and 2,254 snacks a day using thirty (30)
sites throughout the City; and
WHEREAS, the United States Department of Agriculture through
the Florida Department of Education will reimburse the City for
the Additional meals at the same fixed rate of $1.925 per lunch,
and $0.505 per snack; and
WHEREAS, an estimated $237,443 total will be received from
the State of Florida for carrying out said program; and
WHEREAS, said total grant reimbursement represents a $37,691
increase over the original appropriation of $199,752;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Ordinance No. 10568, adopted 13, 1989, is hereby
amended in the following particulars: l/

"Section 2. The following special revenue fund is
hereby established as described herein:

Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby .repealed.
Section 3. If any section, part of section, paragraph,
clause phrase, or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
reservation of peace, health, safety, and property of the City of
Miami and upon the further grounds of the necessity to make the
required and necessary purchases and payments, and to generally
carry out the functions and duties of municipal affairs.
Section 5. The requirements of reading this Ordinance on
two separate days is hereby dispensed with by a vote of not less
than four -fifths of the members of the Commission.
Section 6. This Ordinance shall become effective
immediately upon its adoption pursuant to law.

Entitled: Summer Food
Program for Children 1989
It is respectfully recommended that the City Commission adopt the
attached emergency ordinance, amending Ordinance No. 10568,
adopted April 13, 1989 concerning the Special Revenue Fund
entitled: "Summer Food Service Program for Children 1989" by
increasing funds for the program operation in the amount of
$37,691, composed of grant monies from the United States
Department of Agriculture through the Department of Education
Food and Nutrition Management Division.
BACKGROUND
Since 1986 the City of Miami Department of Parks, Recreation and
Public Facilities has sponsored this program. The City of Miami
has provided a nutritional lunch program in conjunction with its
summer recreation program featuring arts and crafts, sporting
activities, field trips and special events. This year, we
planned to serve up to 1,915 lunches and 1,690 snacks per day
using twenty eight (28) sites throughout the City. Due to an
increase in performance of the program, we served 2,212 lunches
and 2,254 snacks a day using thirty (30) sites throughout the
City.
The Florida Department of Education will reimburse the City at
the same fixed rate of $1.925 per lunch, and $0.505 per snack.
This rate provides sufficient funds to cover additional expenses
incurred due to the increase in performance.
This Ordinance is being requested as an emergency measure so that
funds are immediately in place for the payment of -vendors and
employees who serviced the program, which ended August 18, 1989.
