RESOLUTION NO. 111
A RESOLUTION CONCERNING THE EVENT DESIGNATED
AS THREE KINGS DAY PARADE TO BE CONDUCTED BY
THREE KINGS PARADE, INC. ON JANUARY 7, 1990,
AUTHORIZING THE CLOSURE OF DESIGNATED STREETS
TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE
ISSUANCE OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES AND TO THE REQUIREMENT THAT THE CITY
WILL BE INSURED AGAINST ANY POTENTIAL
LIABILITY; FURTHER ESTABLISHING AN AREA IN
WHICH ALL OCCUPATIONAL LICENSES ISSUED TO
RETAIL PEDDLERS WILL NOT BE APPLICABLE OR
VALID DURING THE PERIOD OF SAID EVENT:
CONDITIONED UPON THE ORGANIZERS PAYING FOR THE
NECESSARY COSTS OF CITY SERVICES ASSOCIATED
WITH SAID EVENT BEYOND ANY FUNDS ALLOCATED BY
RESOLUTION NO. 89-921.
WHEREAS, Three Kings Parade, Inc. plans to conduct an event
designated as the Three Kings Day Parade on Sunday, January 7,
1990; and
WHEREAS, in the interest of safety, certain streets should
be closed to through vehicular traffic during specified dates and
hours during the event; and
WHEREAS, Three Kings Day Parade, Inc. has requested
authorization that retail peddlers be prohibited within a
specified area and for a specific period of time during the
event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In the interest of safety during the Three
Kings Day Parade to be conducted by Three Kings Parade, Inc. the
following streets are hereby closed to through vehicular traffic
from 6:00 A.M. to 9:00 P.M. on Sunday, January 7, 1990:

Southwest Eighth Street from Southwest Fourth Avenue to
Beacom Boulevard.
Southwest Fifth Avenue from Southwest Eighteenth Terrace
to
Southwest Eighteenth Road.
Southwest Eleventh Street from Southwest Eighteenth
Terrace to Southwest Fourth Avenue.
Southwest Eighteenth Road from Southwest Fourth Avenue to
Southwest Fifth Avenue.
Southwest Fifth Avenue from Southwest Eleventh Street to
Southwest Eighth Street.
Southwest Fourth Avenue from Southwest Fifteenth Road to
Southwest Eighth Street.
Southwest Ninth Street from Southwest Fourth Avenue to
Southwest Sixth Avenue.
Southwest Tenth Street from Southwest Fourth Avenue to
Southwest Sixth Avenue.
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
-- in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgment
predicated upon all factors set forth herein.
Section 3. Pursuant to the provisions of City Code Section
39-13, all retail peddlers' occupational licenses issued under
the provisions of Chapter 31 of the City Code, as amended, will
not be applicable or valid in the area of the public right of way
included within and adjoining the streets and avenues described
in Section 1 for two blocks in all directions from 6:00 a.m. to
9:00 p.m. on Sunday, January 7, 1990.

Section 4. The authorization of the street closures
described in Section 1 herein and the inapplicability of retail
peddlers' licenses described in Section 2 herein are hereby
subject to the organizers obtaining insurance requirements as
mandated by the City of Miami and conditioned upon the organizers
paying for all costs of City services associated with said event
beyond the funds allocated by Resolution No. 89-921.
Section 5. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the closure of certain streets and
the. restriction of non -festival retail peddlers in the area, in
connection with the Three Kings Day Parade to be conducted by Three
Kings Parade, Inc. Sunday, January 7, 1990. The street closures are
subject to the issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. These authorizations are
conditioned upon the requirement that the City be insured against any
potential liability and the organizers paying for all the necessary
costs of City services beyond the funds allocated by Resolution No.
89-921.
BACKGROUNDS
The Department of Community Development has prepared the appropriate
legislation for the above mentioned authorizations for the Three
Kings Day Parade to be conducted by Three Kings Parade, Inc. on
Sunday, January 7, 1990. This will be the 19th Annual Three Kings
Day Parade held in the Little Havana area.
