A RESOLUTION APPROVING THE PURCHASE OF
PHOTOGRAPHIC SUPPLIES FROM PITMAN PHOTO,
INC., A MINORITY VENDOR, UNDER EXISTING DADE
COUNTY BID NO. 0989-7/90, FOR THE POLICE
DEPARTMENT/IDENTIFICATION UNIT AT A TOTAL
COST NOT TO EXCEED $63,700.00; ALLOCATING
FUNDS THEREFOR FROM THE 1989-90 OPERATING
BUDGET, ACCOUNT CODE NO. 290201-722;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR THESE SUPPLIES.
WHEREAS, the Department of Police wishes to purchase
photographic supplies under existing Dade County Bid No. 0989-
7/90 from Pitman Photo► Inc., a minority vendor, at a total
proposed cost not to exceed $63,700.00; and
WHEREAS, said contract constitutes a responsible and
responsive bid that meets the City's specifications for these
supplies; and
WHEREAS, the Miami Police Department Identification Unit is
responsible for photographing crime scenes and also handles the
photographing of prisoners and any other individuals within the
Police Department; and
WHEREAS, funds for this purchase are available from the
1989-90 Operating Budget, Account No. 290201-722; and
WHEREAS, the City Manager and the Chief of Police recommend
that the purchase of said supplies from Pitman Photo, Inc. be
approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The purchase of Photographic Supplies under
existing Dade County Bid No. 0989-7/90 from Pitman Photo, Inc.
for the Police Department at a total cost not to exceed
$63,700.00, is hereby approved with funds therefor allocated
from the 1989-90 Operating Budget, Account No. 290201-722.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for these supplies.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that a Resolution authorizing the
purchase of photographic supplies, under an existing Metropolitan
Dade County Contract, from Pitman Photo, Inc., a minority vendor
(woman), at -a cost of $63,700, be approved.
BACKGROUND:
The Miami Police Department Identification Unit processes crime
scenes. A significant portion of the processing consists of the
taking of photographs. They also handle the photographing of
prisoners and any other individuals within the police department.
In order to complete these tasks it is necessary that they have
various types of supplies, including: film, developing chemicals,
paper, batteries and flash bulbs. I.D. is also responsible for
the dispensing of these supplies to other units such as Task
Force/S.N.U. and S.I.S.
The utilization of Pitman Photo, Inc. is pursuant to County
Contract Number 0989-7/90 which was a county wide bid. The
solicitation of formal bids would result in additional time and
expense to the City and most likely would result in the same
award.
It is, therefore, recommended that the Resolution utilizing
Pitman Photo, Inc., for the provision of photographic supplies,
under the existing Dade County Contract, and allocating funds
therefor in the amount of $63,700, funding to be provided from
the Police Department General Fund, Index Code 290201-722, be
approved.
