A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $6,240 FROM THE CITY OF MIAMI LAW ENFORCEMENT TRUST FUND TO COVER THE COSTS ASSOCIATED WITH THE ACQUISITION OF SIXTEEN COMMUNICATIONS HEADSET SYSTEMS, UPON SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the Miami Police Department S.W.A.T. Team utilizes specialized equipment in situations in which Patrol Units are not equipped or trained to handle; and WHEREAS, the S.W.A.T Team is currently not in possession of any communications headsets; and WHEREAS, this system allows the officers to transmit at a whisper; and WHEREAS, this system gives sn,- officer the capability of communicating without announcing his presence to a barricaded offender; and WHEREAS, the system would allow an officer freedom of both hands during radio transmission that can be heard at a whisper; and WHEREAS, the system would provide safety for both officer and offender by reducing the possibility of detection in crucial life threatening situations; and WHEREAS, funds to cover the necessary expenses required for the acquisition of the sixteen Communications Headset Systems has not been included in the Police Department's normal operating budget; and CITY C{�D MSION MEETING OF DEC RESpto i U rION �fo. ..' % h qFr .i-nrc'. ��.: 6R/MAgPi —1W 6ZI "% WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditure proposed complies with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenses required for the acquisition of the sixteen Communications Headset Systems are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Total approved funding, in an approximate amount of $6,240, is hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 290904- 996, to cover the necessary expenses required for the acquisition of sixteen Communications Headset Systems, upon such costs having been approved by the Chief of Police. Odio City Manager DATE : N O V 2 7 1989 FILE : SUBJECT : Resolution For The Purchase of 16 Communication Headset - Systems - REFERENCES: ENCLOSURES: It is respectfully recommended that a resolution be passed for the purchase of 16 communication headset systems at a total cost of $6,240. Funding is to be from the Law Enforcement Trust Fund. The Miami Police Department S.W.A.T. Team negotiates in hostage situations and performs other tactical operations where it is imperative for them to be able to communicate effectively. The proposed communication systems would give the officers the ability to communicate with each other without alarming the offender by not speaking louder than a whisper. It further allows the freedom of both hands during radio transmission. This will provide safety for officers, hostages and offenders by reducing, the possibility of detection in crucial life threatening situations. It is, therefore, recommended that the Resolution authorizing the purchase of 16 Communication headset systems, at a total cost of $6,240 funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290904-996, be approved. t AFFIDAVIT I, Perry L.
