t` AN EMERGENCY ORDINANCE AMENDING SECTIONS 1
AND 5 OF ORDINANCE NO. 10648, THE ANNUAL
APPROPRIATIONS ORDINANCE, FOR FISCAL YEAR
ENDING SEPTEMBER 30, 1990, ADOPTED
SEPTEMBER 28, 1989, FOR THE PURPOSE OF
APPROPRIATING $250,000 OF PROCEEDS GENERATED
FROM THE LAND SALE OF THE MUNICIPAL SHOP
PROPERTIES TO MIAMI-DADE COMMUNITY COLLEGE
FOR THE PURPOSE OF IMPLEMENTING THE
f PROVISIONS OF RESOLUTION NO. 89-645, ADOPTED
JULY 13, 1989, AS AMENDED, IN REGARD TO
I ECONOMIC DEVELOPMENT; CONTAINING A REPEALER
I PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 10648,
the Annual Appropriations Ordinance, on September 28, 1989,
establishing revenues and appropriations for the City of Miami,
Florida, for the Fiscal Year ending September 30, 1990; and
WHEREAS, the City Commission has directed the City Manager
to earmark $250,000 from the proceeds of the sale of land to
Miami -Dade Community college for the Planned Process Economic
Development Proposal;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Sections 1 and 5 of Ordinance No. 10648, adopted
September 28, 1989, the Annual Appropriations Ordinance, for
Fiscal Year ending September 30, 1990, is hereby amended in the
following particulars: l/
"Section 1. The following appropriations are
made for the municipal operation of the City of Miami,
Florida, for the Fiscal Year 1969-90, including the
payment of principal an interest on all General
Obligation Bonds:
Words and/or figures stricken through shall be deleted.
Underscored works and/or figures shall be added. The
remaining provisions are now in effect and remian unchanged.
Asterisks indicate omitted and unchanged material.

Section 2. The herein increase in revenue and
appropriations in the amount of $250,000 for the Enterprise Fund
from the proceeds of the sale of the Municipal Shop Properties to
Miami -Dade Community College is for implementation of the Planned
Progress Economic Development Proposal, pursuant to the
provisions of Resolution No. 89-645, adopted July 13, 1989, as
amended,in regard to Economic Development.
Section 3. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 4. If any section, part of this section,
paragraph, clause, phrase, or word of this Ordinance is declared
invalid, the remaining provision of this Ordinance shall not be
affected.

Section 5. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 6. The requirement of reading this ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 7. This Ordinance shall become effective
immediately upon its adoption.
