HomeMy WebLinkAboutO-10692J-89-1138 11/29/89 ORDINANCE NO. 010692 AN ORDINANCE ESTABLISHING; A NEW SPECIAL REVENUE FUND ENTITLED: "DHRS NEW REFUGEE EMPLOYMENT AND TRAINING PROGRAM (FY'90)" FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD FROM THE DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES, IN THE AMOUNT OF $56,550 AND ENTER INTO THE NECESSARY CONTRACT AND/OR AGREEMENT WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Department of Health and Rehabilitative Services (DHRS) will provide funds to service providers to operate a new Employment and Training Refugee Program; WHEREAS, the aforementioned program will be available to all refugees who receive cash assistance, Cuban nationals who have been in the United States for a period of not more than 36 months and who have applied for political asylum but whose status in that regard is pending, and refugees arriving in the United States within the last 36 months (regardless of national origin) who are not recipients of refugee cash assistance; and WHEREAS, the Neighborhoods Jobs Program currently operates a DHRS program; and WHEREAS, the South Florida Employment and Training Consortium (SFETC) has advised the Department of Community Development that the City of Miami has been awarded a grant in the amount of $56,550 to operate an On -the -Job Training program for the aforementioned new refugee program; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Q 1Qv92 Section 1. The recitals and findings contained in the preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The .following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: DHRS - NEW REFUGEE EMPLOYMENT AND TRAINING PROGRAM (FY'90) RESOURCES: THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $56,550 APPROPRIATION: DHRS - NEW REFUGEE EMPLOYMENT AND TRAINING PROGRAM (FY'90) $56,550 Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized to accept the grant as set forth in the preamble to this Ordinance and to enter into the necessary contract and/or agreement to accept this grant. Section 5. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. The requirement of reading this Ordinance on two separate days is hereby dispensed with a vote of not less than four -fifths of the members of the Commission. Od LG City Commission AgencTa- r"OM, City Manager REFERENCESi December 7, 1989 ` One (1) Ordinance ENCLOStlRM RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached ordinance which establishes a new special revenue fund entitled: "DHRS - New Refugee Employment and Training Program (FY'90)" in the amount of $56,550 from the Department of Health and Rehabilitative Services through the South Florida Employment and Training Consortium (SFETC). The ordinance further authorizes the City Manager to accept the aforementioned grant award and enter into the necessary contract and/or agreement with the SFETC. BACKGROUND The Department of Community Development has been advised by the SFETC that it has been awarded a grant of $56,550 from the Department of Health and Rehabilitative Services (DHRS) provided through the SFETC for the operation of an On -the -Job training program for refugees receiving cash assistance and others who have arrived in the United States over the last 36 months. The New Refugee Employment and Training Program is available to refugees in the following three categories: "I. Refugees who receive Refugee Cash Assistance, regardless of country of origin; or, 2. Cuban nationals who have applied for political asylum, and whose status is pending and who have been in the U.S. for a period up to 36 months; or, 3. Refugees who have arrived in the U.S. within the last 36 months, regardless of national origin, who are not recipients of Refugee Cash Assistance. Participants will be referred to the SFETC from DHRS for employability skills training. Upon completion of the training, the SFETC will refer the refugee participant for placement to the Neighborhoods Jobs Program for 'placement. The program will operate retroactively to October 31, 1989 and will run through June 30, 1989.
