RESOLUTION NO. 90-*0015
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A $1,000 ARSON GRANT FROM FACTORY
MUTUAL ENGINEERING OF NORWOOD, MASSACHUSETTS
AND FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE ANY NECESSARY DOCUMENTS FOR
ACCEPTANCE AND UTILIZATION OF THE GRANT FUNDS
FOR IMPLEMENTATION OF A CANINE ACCELERANT
DETECTION PROGRAM.
WHEREAS, there is a need for more accurate investigation of
incendiary fires involving use of flammable liquids; and
WHEREAS, the Fire Investigation Section of the Fire, Rescue
and Inspection Services Department has requested that a dog be
obtained for the purpose of detecting accelerants used in starting
incendiary fires; and
WHEREAS, the dog will be utilized to detect flammable
liquids used in incendiary fires in structures, autos, and
vessels, as well as for "crowd searches" to detect flammable
liquids that remain on clothing of arsonists, replacing mechanical,
"sniffers" which have proven to be unreliable; and
WHEREAS, the dog will be an invaluable asset to the Public
Education Office of the Fire Department for their Juvenile Fire
Starters Assistance Program; and
WHEREAS, in an effort to promote anti -arson organizations
throughout the United States and Canada, Factory Mutual
Engineering has developed an Arson Grant Program to provide
financial support for qualified organizations and has agreed to
fund the Fire Investigation Section's Accelerant Detection Program
in the amount of $1,000;
Section z. The City Manager is hereby authorized to execute
any necessary documents for acceptance and utilization of the
grant funds for implementation of a Canine Accelerant Detection
Program for the Fire Investigation Section of the Fire, Rescue
and Inspection Services Department.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that a Resolution be passed
authorizing the City Manager to accept a $1,000 Arson Grant from
Factory Mutual Engineering of Norwood, Massachusetts and further
authorizing the City Manager to execute any necessary agreement
for acceptance and utilization of the grant funds in
implementation of a Canine Accelerant Detection Program.
BACKGROUND:
The Fire Investigation Section of the Fire, Rescue and Inspection
Services Department has requested that a canine be obtained for
the purpose of detecting accelerants used in starting incendiary
fires. The canine will be utilized to detect flammable liquids
used in incendiary fires in structures, autos, and vessels, as
well as for "crowd searches" to detect flammable liquids that
remain on clothing of arsonists, replacing mechanical "sniffers"
which have proven to be unreliable. The canine will also be an
invaluable asset to the Public Education Office of the Department
for their Juvenile.Fire Starters Assistance Program.
The Department has been offered a $1,000 grant from Factory
Mutual Engineering of Norwood, Massachusetts, in support of
implementing a Canine Accelerant Detection Program. The funds
will be utilized for food, miscellaneous equipment, and
veterinarian services as required. The canine is to be obtained
by donation.
