RESOLUTION NO. 90-0009
A RESOLUTION ACCEPTING THE BID OF ROENCA
CORPORATION, IN THE PROPOSED AMOUNT OF
$3,362,276.00, ALTERNATE BASE BID OF THE
PROPROSAL, FOR SOUTH FLAGLER SANITARY SEWER
IMPROVEMENT; WITH MONIES THEREFOR ALLOCATED
FROM THE 1990 CAPITAL IMPROVEMENT ORDINANCE
NO. 10642., PROJECT NO. 351168, IN THE AMOUNT
OF $3,362,276.00 TO COVER THE CONTRACT COSTS;
AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT WITH SAID FIRM.
WHEREAS, sealed bids were received November 16, 1989 for.
SOUTH FLAGLER SANITARY SEWER IMPROVEMENT; and
WHEREAS, the City Manager and the Director of Public Works
recommended that the bid received from Roenca Corporation be
accepted as the lowest responsible and responsive bid; and
WHEREAS, the 1990 Capital Improvement Ordinance No. 10642,
was adopted on September 28, 1989, and monies are available for
.the proposed amount of the contract, project expense, and
incidentals under Project No, 351168 of said ordinance;
NOW,THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA;
Section 1. The November 16, 1989, bid of Roenca
Corporation, in the proposed amount of $3,362,276.00, for the
project entitled South Flagler Sanitary Sewer Improvement, for
the alternate base bid of the proposal, based on lump sum and
unit prices, is hereby accepted at the price stated therein.
Section 2. The amount of $3,362,276.00 is hereby
allocated from the 1990 Capital Improvement Ordinance No. 10642,
Project No. 351168, to cover the cost of said contract.
Section 3. The City Manager is hereby authorized to
enter into a contract`/ on behalf of the City of Miami with
Section 4. This Resolution shall become effective
immediately upon its adoption.

At the Special City Commission Meeting held on November 15, 1989,
the City Commission unanimously passed R-89-998 continuing all
regular agenda items scheduled for November 16th to Monday,
November 20, 1989. At that time, the opening of agenda item 33
(sealed bids for the South Flagler Sanitary Sewer Improvement B-
5540) was also continued as part of said agenda.
On November 16, 1989, the City Commission again met and agreed to
continue all agenda items previously scheduled for November 20th
to take place on November 30th, except four emergency agenda
items which they agreed to consider at that time, in order that
Commissioner Miriam Alonso, newly elected, would have the
necessary time to review agenda items.
Please be informed that the above cited sealed bids shall be
officially considered as part of the November 30th agenda
pursuant to continuance per R-89-1002.

Sealed bids for "SOUTH FLAGLER SANITARY SEWER IMPROVE T 8-5540" wi be received
by the City Manager and the City Commission of the gMVP Florida at 11:00
a.m. on the 16th day of November, 1989, at the City Cj�V' ce first floor of
the Miami City Hall, 3500 Pan American Drive, Di nn4 f KV; �l on da, 33133,
at which time and place they will be publicly opened and read.
The project is located in the area bordered by W. Flagler Street, S.W. 8th Street,
S.W. 47th Avenue and S.W. 57th Avenue.
The construction will include: Approximately 62,000 linear feet of 8-inch to 12-
inch vitrified clay or polyvinyl chloride and cast or ductile iron pipe sewer with
the deepest cut being 16+ feet; Approximately 37,500 linear feet of 6-inch extra
heavy cast iron or C-90(T P.Y.C. soil pipe laterals; Approximately 232 manholes
from 4 to 16 feet in depth; Sidewalk and pavement replacement in construction
area. City regulations will allow bidders to furnish performance and bid bonds in
accordance with Resolutions No. 86-963 and No. 87-915. For technical questions
regarding the plans and specifications please contact Daniel C. Brenner, P.E.,
Sewer Design Engineer, at (305)579-6865. Prospective bidders will be required to
submit, with their bid, a copy of the appropriate Certificate of Competency, as
issued by Bade County, which authorizes the bidder to perform the proposed work.
All bids shall be submitted in accordance with the Instructions to Bidders and
Specifications. New City regulations will require each bidder to submit proposals
in duplicate originals. Plans and specifications may be obtained from the office
of tne Director o u lic Works, 275 N.W. 2 Street, 3rd floor, Miami, Florida,
33128, on or after October 12, 1989. If bidders wish, a set of plans and
specifications will be mailed to them by writing to the Department of Public Works
and including a separate check for $8. There will be a $20 deposit required for
the first set of p a'-T ns and specificat%ns. Additional sets —may be purchased for a
fee ol•'3'ltT'per set and this is not refundable. Deposits will be refunded only
upon the return of one set of plans and specifications to the Department of Public
Works, unmarked and in good condition within two (2) weeks after the opening of
the bids.
Bidders are alerted to the provisions of Ordinance No. 10062 regarding allocation
of contracts to minority vendors. The City will expect prospective bidders to
submit an Affirmative Action Plan, as defined in said Ordinance, and as required
in the Instructions to Bidders.
The City of Miami has adopted Ordinance No. 10032, which implements the "First
Source Hiring Agreement." The object of this ordinance is to provide employment
opportunities to City of Miami residents on contracts resulting in the creation of
new permanent jobs. Contractors may be eligible for wage reimbursement under this
program. For further information contact the Department of Public Works, City of
Miami, at (305)579-6856.

Discussion: The Department of Public Works has evaluated the
bids re ce ved on November 16 and determined that the lowest
responsible and responsive bid, in the amount of $3,362,276.00,
is from Roenca Corporation, a minority controlled corporation.
Funds are available to cover the contract cost, and for such
incidental items as postage, blueprinting, advertising, and
reproduction costs.
