REFERE~JGES ='~F Traffic Control Measures for S.W. 28 Street Cesar H. OdiO =NCLOSUNES Department Responses, Sketc~,es City Manager of Recotmtendations As directed by the City Commission, the Department of Public Works has prepared several proposals for traffic control measures on S.W. 28 Street between S.W. 22 and 27 Avenues. It is recommended that one of these plans be selected for implementation by the Department. BACKGROI~ND At the February 23, 19$9 City Commission meeting, the restriction of vehicular access to S.W. 2£3 Street and S.W. 27 Lane between _, S.W. 22 and 27 Avenues was denied by the City Commission. This y_ action was is response to emergency access requirements of the Police Department and Fire, Rescue and Inspection Services -=_ Department and recommendations of Metropolitan Dade County Public _ Works Department which were in conflict with the vehicular access restriction of S.W. 28 Street. However, the City Commission did acknowledge property owners' concerns regarding the excessive traffic volumes and vehicular speeds along S.W. 2$ Street. In response to these concerns, the Department of Public Works has prepared three (3) traffic control alternatives which attempt to reduce vehicular. speeds, discourage - - peak hour traffic use and maintain accessibility to both S.W. 22 and 27 Avenues. Any attempt to "divert" traffic from S.W. 28 Street would only result in additional traffic congestion on S.W. 27 Lane and S.W. 27 Terrace. A large group of property owners residing on those two streets have submitted a petition opposing any attempt to close S.W. 2$ Street or divert any traffic on to their streets. Another study was conducted on 2~ January 90 to see if any significant changes in ' ~ r~ 1 traffic exist. A summary follows: -~ Average speed un SW 28th Street still is in the area of 36mph _` with approximately 85916 of vehicles exceeding the posted speed ' - ~ ~ limit. - ~~ _ _ u The study showed a volume of 115 cars in a '~ hour period which _ comes out to about 230 cars an hou r or about one car every 16 _ seconds. This figure exceeds thQ C ity's study of G6 cars per hour - _ and the March 21 study of 126 cars per hour. The Citp has authorized permanent barricades on the five streets to the imme- diate south ~rhile leaving S.W. 28th Street open. The heavy traffic on S.W. 28th Street has increased. The Commissioners and Aepartment of Public Works have repeatedly been put on notice, and are fully ax-are, of the extremely hazardous conditions oa S.W. ZSth Street; consequently, under the circumstances, they have a duty to take reasonable precautions to protect the residents of this area. There is no ~ustifi~:ation for the continued failure of the Department of Public Works and the Commission to implement practical traffic restrictions. A barricade, similar is design to those on the streets to the south, to be located on S.W. 28th street at Jefferson, is the only meaningful solution to this problem. The petition should be granted. These were indicated to be the same locations used for the study conducted prior to the installation of temporary barricades along 27th and Aviation Avenues. It should be noted that these locations miss traffic on 28th Street in the following traffic patterns: * All traffic turning east from 2.4th Avenue * All traffic turning west from 24th Avenue * Ail east bound traffic to Lucaya * All west bound traffic from Lucaya * All traffic using `l6th Ave. and 28th St. to bypass the US 1 and 27th Ave. intersection. * All traffic to and from Kirk, Freeman and 22nd Avenue Solely on the merits of it's design, the study conducted by the city understates the traffic flow on 28th Street. My observations can give you an ideas of how grossly understated they may be: 2196 of my west bound observations originated from Lucaya. These observations would not have been picked up by the city traffic study. This could mean that the 803 and 479 car counts presented by the two city studies could conceivably be 1020 and 608 just by factoring the traffic originating from Lucaya. My west bound counts when changed to hourly figures (not including the Lucaya vehicles) are still approximately twice as high as the city's February 89 study: 5:00 ~- 6:00 PMJ my study produces 126 per hour while the city study produces 66 per hour. I strongly suspect that the city's positioning of the traffic counters over looked the large volume of traffic that turns west off of 24th Avenue on to 2Sth Street during the evening rush hour. After doing some basic calculations, I could easily support that the city's traffic volume study on 28 February 89 is understated when said to be 1353 for the day. I could (using the same logic used by the City Traffic Department) arrive at a figure of 1628 ~~~ ,I 4 with only the missed earlier 28th Street volumes??? r traffic from Lucaya Avenue. This also puts studies in suspicion of understated traffic Furthermore, the south bound traffic on 24th Avenue outnumbers the noirth bound traffic 6?7 to 2A9. Tf these numbers are regresentative of a typical day, where are the additional 488 south bound care going??? I highly suspect many of them are turning east or West on to 28th Street. Agafn, the traffic counters on 28th Street as positioned by the city could never pick up this information. My opinions are as follows: 1. The traffic studies conducted by the city have not yet addressed the issues of speeding, violation of stop signs and littering to date. My study addresses the issue of speeding and shows that on the day of the study, in a total of 45 minutes, 8596 of the drivers using 28th Street between 25th Avenue and 24th Avenue drive over the posted speed Limit. 2. The city traffic study vn 28th Street (conducted on 28 February 89) was designed in such a way that it under estimated the traffic volume that day. If other traffic studies on 28th Street were desir~ned in the same manner, then they too will have traffic volumes that are under estimated. 3.
