A RESOLUTION ACCEPTING THE BID OF FRANK J.
MORAN, INC. FOR THE REPLACEMENT OF A 183-CELL
UPS BATTERY BANK WHICH SUPPORTS THE POWER
SUPPLY TO THE CITY'S COMPUTER AND TO
REHABILITATE THE EXISTING 124-CELL UPS
BATTERY BANK WHICH SUPPORTS THE POWER SUPPLY
FOR THE PUBLIC SAFETY COMMUNICATION SYSTEM
FOR THE DEPARTMENT OF GENERAL SERVICES
ADMINISTRATION AT A TOTAL PROPOSED COST NOT
TO EXCEED $31,570.00; ALLOCATING FUNDS
THEREFOR FROM THE 1989-90 OPERATING BUDGET;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR THIS SERVICE.
WHEREAS, pursuant to public notice, sealed bids were
received January 16, 1990 for the replacement of a 183-Cell UPS
Battery Bank which supports the power supply to the City's
computer and to rehabilitate the existing 124-Cell UPS Battery
Bank which supports the power supply for the Public Safety
Communication System to the General Services Administration
Department; and
WHEREAS, invitations were mailed to 40 potential suppliers,
three (3) bids and nine (9) No Bids were received; and
WHEREAS, on December 24, 1989 a portion of the battery bank
exploded, which prevented further use of the UPS system which
supports the power supply to the mainframe computer of the City.
Since that time, power has been supplied by generators, a costly
but effective interim solution; and
WHEREAS, in addition the UPS battery bank which
supports the public safety communication system, including E911,
is in critical need of rehabilitation and preventive maintenance.
By acting now to refurbish the system, the life expectancy of
this battery bank can be prolonged; and
WHEREAS, the City Manager and the Director of the General
Services Administration Department recommend that the bid
received from Frank J. Moran be accepted as the lowest most
responsible and responsive bid;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI# FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The January 15, 1990 bid of Frank J. Moran for
the replacement of a 183-Cell UPS Battery Bank which supports the
power supply to the City's computer and to rehabilitate the
existing 124-Cell UPS Battery Bank which supports the power
supply for the Public Safety Communication System to the General
Services Administration, at a total proposed cost not to exceed

$31,570.00, is hereby accepted with funds therefor hereby
allocated from the 1989-90 Operating Budget.
Section 3. The City Manager is hereby authorized to
! instruct the Chief Procurement Officer to issue Purchase Orders
for this service.
Section 4. This Resolution shall become effective
immediately upon its adoption.

Sealed bids will be received by the City of Miami City Clerk at
her office located at 35 an Drive Miami,Florida,
33133 not later than :30 p.m. Januar for the
replacement and rehabil a tery Banks- and disposal
of obsolete batteries located at the Miami Police Department for
the Department of General Services Administration.
Bids submitted past such deadline and/or submitted to any other
location or office shall be deemed not responsive and will be
rejected.
A mandatory site inspection visit will be held on January 5, 1990
at 1:30 P.M. Bidders will meet Mr. Jose Briz, Property
Maintenance Superintendent at the Police Department Building's
Lobby at this time.
Ordinance No. 10538 established a goal of Awarding 51% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the City of Miami Minority/Women
Business Office, Dupont Plaza Center, 300 Biscayne Boulevard Way,
Suite 400, Telephone 579-3366.
Detailed specifications for the bids are available upon request
at the City Procurement Office, 1390 N.W. 20th Street, Second
Floor, Telephone 575-5174.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached resolution awarding a contract to replace a 183-cell UPS
battery bank which supports the power supply to the City's
conputer and to rehabilitate the existing 124-cell UPS battery
bank which supports the power supply for the public safety
communication system, to Frank J. Moran, Inc., at a total cost
of $31,570.00.
The General Services Administration Department has reviewed the
bids responding to Bid #89-90-060, for replacement and
rehabilitation of UPS battery banks at the Police Administration
building. On December 24, 1989, the 183-cell UPS battery bank
which supports the power supply to the mainframe computer of the
City failed. A portion of this battery bank had exploded, which
prevented further use of the UPS system. Since that time, power
has been supplied by generators, a costly but effective interim
solution. In order to bring the system back into full service
and to avoid future problems, this battery bank must be replaced.
In addition, the 124-cell UPS battery bank which supports the
public safety communication system, including E911, is in
critical need of rehabilitation and preventive maintenance. By
acting now to refurbish the system, the life expectancy of this
battery bank can be prolonged.
Award is recommended to be made to the low bidder, Frank J.
Moran, Inc., a non -minority vendor, for the replacement of the
183-cell UPS battery bank at a cost of $28,120 and the
rehabilitation of the 124-cell UPS battery bank at a cost of
$3,450, for a total cost of $31,570. This cost includes the
disposal by the vendor of obsolete batteries in accord with EPA
regulations.
Amount of Bid: $31,570.00
