A RESOLUTION AMENDING RESOLUTION NO. 89-951,
ADOPTED OCTOBER 121 1989, CONCERNING THE USE
OF WATSON ISLAND AS A "PARK AND RIDE"
LOCATION FOR THE MIAMI INTERNATIONAL BOAT
SHOW TO BE PRESENTED BY THE NATIONAL 14ARINE
MANUFACTURERS ASSOCIATION, INC. (NMMA) DURING
THE PERIOD FEBRUARY 15 - 21, 1990, BY
PROVIDING ALTERNATIVE USE FEES, TERMS AND
CONDITIONS, INCLUDING PROVISION FOR A $15,000
MINIMUM USE FEE, WHICH MAY BE SELECTED AT
NMMA-S OPTION, FOR PLACEMENT IN THE USE
AGREEMENT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Resolution No. 89-951, adopted October. 12, 1989,
is hereby amended in the following particulars I/:
"Section 1. The use of Matson Island as a "Park
and Ride" location in conjunction with the Miami
International Boat Show, to be presented by the
National Marine Manufacturers Association, Inc. during
the period February 15 - 21, 1990 is hereby authorized.
Section 2. The City Manager is hereby authorized
to execute the necessary document(s), in a form
acceptable to the City Attorney, between the City of
Miami and NMMA for this purpose, said document(s) to
contain either of the following alternative provisions
as to fees and expenses, at the option of NMMA: for. the
City to cover expenses for. Police and parking
attendants,- and for the City to retain all revenue from
said parking operations, or, for NMMA to pay the City a
flat fee of $15,000 and for. NMMA to cover all expenses
includin Pq _olice and parking staff. T In either case,
said document(s) shall contg-l-nadditional provisions
for. the City to be insured against all potential
liability, and for. NMMA to provide at its own cost all
shuttle transport from Watson Island to the show sites.
Section 2.

The Miami International Boat Sbaw is u►ie3 of MiamPsa most
spectacular events* it contributen close to $100 million in
coonnnie impact to the community. Additionally, an estimated
$150 million or products is cold by local maritio businesses as a
result of till snow, keeping Miami's Marine industry healthy
throughout the year.
The show is held at three sites --including one In Miami at the
Binca no Bay Marriott Marina. Although we run the largest trade
show in the south we haves never gone to any City or Bureau asking
for discounts from standard practices or for contributions.
several years ago we contacted the City of Miami to discuss
Making Watson T:land available, for parking for the residents of
Miami and South Dade that visit the show. Now, ten thousand cars
are anticipated to take advantage of this Park & Ride; service
next February.
We are currently spending over $iou O 000 on bassa, over $20, 000 in
the Harald, and considerably more on other advertising and
publicity. A portion of each these expenses goes directly to
promoting the Park & Ri.do. The City has always paid us a Snail
part of the parking proceeds ($6789 last year) to go towards our
expanses.
Our arrangement with the city has run successfully for both
parties for three years. however, when it want to the City
Comminsion this year it was decided that no share of the proceeds
should go to thw sponsor of the show.
Without receiving at least a tok"rl incentive for income towards
bones and advertising we Will have to reconsider our involvement.
is our previous arrangement really out of the question? Would
you consider instead allowing us to run the service And pay the
City a flat fee for use of Watson Tsland? we could base that fee
o►► your previous income.
In fairness to the resldent.s that use it, we; do not want to
eliminate the Park & Ride service. Please let me know your
