A RESOLUTION AUTHORIZING THE CONVEYANCE OF
CITY -OWNED PROPERTY LOCATED AT 229 NORTHWEST
30TH STREET IN THE WYNWOOD COMMUNITY
DEVELOPMENT TARGET AREA LEGALLY DESCRIBED AS
LOT 18, BLOCK 17, WYNWOOD PARK, PLAT BOOK 8
AT PAGE 23 TO THE WYNWOOD COMMUNITY
DEVELOPMENT CORPORATION FOR THE DEVELOPMENT
OF AN EIGHT (8) UNIT AFFORDABLE RENTAL
HOUSING PROJECT IN THE AFOREMENTIONED
NEIGHBORHOODS; WITH TITLE TO REVERT TO THE
CITY IN THE EVENT SAID CORPORATION IS
UNSUCCESSFUL IN SECURING FINANCING FOR THE
PROJECT THROUGH THE DADE COUNTY DOCUMENTARY
SURTAX PROGRAM; FURTHER AUTHORIZING THE
ADMINISTRATION TO COMMENCE NEGOTIATIONS WITH
THE SAID COMMUNITY BASED NOT -FOR -PROFIT
CORPORATION FOR DEVELOPING SAID HOUSING; AND
REQUIRING SAID CORPORATION TO PRESENT ITS
DEVELOPMENT PLANS TO THE CITY PRIOR TO
OBTAINING A BUILDING PERMIT WHICH SHALL BE
SECURED WITHIN SIX MONTHS OF THE HEREIN
AUTHORIZED CONVEYANCE.
WHEREAS, in June of 1978, through Resolution No. 78--403, the
City Commission authorized the aoquisition of property looated at
229 Northwest 30th Street in the Wynwood Community Development
Target Area for the development of a mini -park; and
WHEREAS, in July of 1988, the subjeot property was
designated for the development of housing affordable to low and
moderate inoome families in the City of Miami; and
WHEREAS, at the February 7, 1990 City Commission meeting,
representatives of the Wynwood Community Eoonomio Development
Corporation made a personal appearance to request the granting of
development rights and oonveyanoe of the subjeot paroel to the
said not -for -profit oommunity based organization for the
development of an eight (8) unit multifamily apartment struoture;
and
WHEREAS. Section 29-B of the City of Miami City Charter
allows for the oonveyanoe of the aforementioned City -owned
property where the intended use of suoh property is for the
purpose of providing rental or sales housing within the eoonomio

WHEREAS, it is deemed in the best interest of the City of
Miami to make available the subject property for the development
of affordable housing;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA
Section 1. The recitals and findings contained in the
Preamble of this Resolution are hereby adopted by reference
thereto and inoorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to convey
to the Wyawood Community Economic Development Corporation City -
owned property located at 229 Northwest 30th Street, Miami,
Florida, legally described as Lot 18, Block 17, Wynwood park,
Plat Book S at Page 23 to the Wynwood Community Economic
Development Corporation for the development of an eight (8) unit
affordable rental housing project in the Wynwood Community
�i Development Target Area; provided, however that title to said
property is to revert to the City in the event said corporation
is unsuooessful in securing financing for the project through the
Dade County Dooumentary Surtax Program within six months of said
oonveyanoe.
Section 3. The City Manager is hereby authorized to
oommenoe negotiations with Wynwood Community Boonomio Development
Corporation to develop the subject housing project.
Seotion 4. The Wynwood Community Eoonomio Development
Corporation is required to present its development plans to the
City prior to obtaining a building permit which shall be secured
within six months of the herein authorized conveyance.
Seotion 8. This Resolution shall become effective
immediately upon its adoption.

RE: Proposed New Multi --family Housing Development in the Wynwood
Community
Dear Mr. radio:
You are aware that the Wynwood Community Economic Development
Corporation has, �s one of its fundamental objectives, the
creation of affordable housing within the Wynwood District. In
attempting to fulfill this goal, we have discussed with the
City's Director of Housing and Conservation the possibility of
constructing multi -family housing on property which is currently
owned by the City of Miami, through the Department of Housing and
Conservation. The property was originally intended to be a
mini -park, but has come to be earmarked for housing use, through
internal accords between the City's Departments of Housing and
Conservation and of Community Development.
The property is located on N.W. 30th Street between N.W. 3rd
and N.W. Second Avenue. This use change is expected to benefit
the neighborhood and the City by, in addition to creating new
housing, removing the nuisances and other unsafe conditions which
have been shown to prevail in'the future mihi-park site.
We respectfully request you to schedule the undersigned to
address the City Commission, under a Personal Appearance Item, at
the next conveniently scheduled City Commission meeting. We will
advise the Commission of our efforts and tentative agreements
with the City's Department of Housing and Conservation and will
seek Commission approval and direction regarding the matter. If
you require fyrther information about this, please do not
hesitate to telephone me.
