J-90-186 2/ 7/90 RESOLUTION NO. 90-01 A RESOLUTION APPROVING THE USE OF STREETS AND THOROUGHFARES DURING THE 2ND ANNUAL AIDS MARCH WALK-A-THON TO BE CONDUCTED BY THE HEALTH CRISIS NETWORK ON MARCH 25, 1990 IN DOWNTOWN MIAMI; SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; AUTHORIZING THE POLICE DEPARTMENT TO CONTROL TRAFFIC FLOW ON SAID STREETS; FURTHER CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST -ANY POTENTIAL LIABILITY AND THE ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The use of streets and thoroughfares in Downtown Miami on March 25, 1990 between the hours of 9:00 A.M. and 1:00 P.M. during the 2nd Annual AIDS March Walk-A-Thon 10-K walk to be conducted by the Health Crisis Network, is hereby approved subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Section 2. The Police Department is hereby authorized to control traffic flow on the streets to be utilized as part of the race course. Northeast Fourth Street from Biscayne Boulevard to Southeast Second Street. Brickell Bridge from Southeast Second Street to Southwest Twenty-fifth Road. South Miami Avenue from Southwest Twenty-fifth Road to Biscayne Boulevard at Bayfront Park. Section 3. The partial use of streets in downtown Miami during said event is hereby approved, subject to the exercise of complete control over such use by the Department of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials. M Section 4. Such authorization is hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for the necessary costs of City services. Section 5. Our event is to be begin and end at the Claude and Mildred Pepper Bayfront Park Amphitheater as it was last year, and we respectfully request the City's permission to once again have our participants walk through downtown Miami on a predetermined ten kilometer route. Espe Avalos of Miami's Community Development Department advised me to request a personal appearance before the City Commission for the first meeting in February to request permission to proceed with our event as planned. Last year about 500 walkers participated in AIDS MARCH, MIAMI and we anticipate about 1,200 to walk this year. We would like to walk the same route as last year (attached), which necessitated partial street closure for about one half hour. We would also like to request a waiver of the $500 fee for usage of Bayfront Park as a "Community Day," which was approved by the City Commission last year. We very much enjoyed working with the City's personnel on our first AIDS MARCH, MIAMI and look forward to an even more successful collaberation this year.
