RESOLUTION NO. 90 --0118
A RESOLUTION APPOINTING CERTAIN INDIVIDUALS
TO THE EIGHTEEN (18) MEMBER CITYWIDE
COMMUNITY DEVELOPMENT ADVISORY BOARD IN
ACCORDANCE WITH RESOLUTION NO. 87-1006,
ADOPTED BY THE CITY COMMISSION NOVEMBER 19,
1987 WITH TERMS OF OFFICE FOR SAID APPOINTEES
EXPIRING SEPTEMBER 1, 1990 OR AT SUCH TIME
THEREAFTER AS SUCCESSOR MEMBERS ARE
APPOINTED.
WHEREAS, the City Commission adopted Resolution No. 87-1006,
on November 19, 1987, to expand the Community Development
Advisory Board from thirteen (13) members to eighteen (18)
members to advise the City Commission on community development
and housing needs; and
WHEREAS, said Board is comprised of the following members:
One representative (resident or property owner) from
each of the eight (8) Community Development target
areas to be appointed by the City Commission; and
and
Ten (10) representatives to be appointed by the City
Commission, providing each Commissioner with two (2)
nominations to the Community Development Advisory
Board;
WHEREAS, Resolution No. 87-1006 provides that terms of
members of the Citywide Community Development Advisory Board
shall expire on September 1 of each calendar year or at such time
as successor members are appointed by the City Commission; and
WHEREAS, on January 11, 1990, the City Commission appointed
five (5) individuals to the Citywide Community Development
Advisory Board; and
WHEREAS, one of the appointments made on January 11, 1990"
has been rescinded; and

WHEREAS, there are seven (7) vacancies on the Board that
require an appointment by the City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following individuals are hereby
appointed to the eighteen (18) member Citywide Community
Development Advisory Board as follows:
A. 1. TOM POST , representing the Downtown
Community Development target area.
2. FATHER GERARD DARBOUZE I representing the
Edison/Little River Community Development target area.
3. ANN MARIE ADKER representing the Overtown
Community Development target area.
B. The following individuals are also hereby appointed to
said Board:
Nominated by Commissioner J. L. Plummer (Group III):
JOSIE GONZALEZ
Nominated by Commissioner Dr. Miriam Alonso (Group IV):
CARLOS RODRIGUEZ QUESADA
Nominated by Vice -Mayor Miller J. Dawkins (Group V):

JOSIE POITIER and (NO APPOINTMENT MADE).
Section 2. In accordance with Resolution No. 87-1006,
the terms of members of the Citywide Community Development
Advisory Board appointed herein shall expire on September 1,
1990, or at such time as successor members are appointed by the
City Commission.
Section 3. This Resolution shall become effective
immediately upon its adoption.

The following will clarify the actions of the City Commission
regarding appointments to the Citywide Community Development
Board:
1. On December 7, 1989 the City Commission approved, by roll -
call vote, the nomination of two members by Mayor Suarez
(Group I): Rosenblatt and Shearin. The Commission also
approved the selection of five CBO Representatives
(Resolution No. 89-1122). This left eleven vacancies on the
Board.
2. On January 11, 1990, the Commission approved, by roll -call
vote, the nomination of two members by Commissioner De Yurre
(Group II): Matthew and Quintana; one member by
Commissioner Plummer (Group III): Le Hor; two members by
Commissioner Dr. Miriam Alonso (Group IV): Perez -Nodal and
Villalobos; with no record reference to the Commission's
having approved the selection of representatives from the
remaining three CBOs. The appointment of the above five
members by Resolution No. 90-45 left six vacancies to be
filled.
3. (a) On the Consent Agenda for February 7, 1990, (#CA-19)
the Commission will be rescinding the appointment of
Mr. Villalobos.
(b) This will leave seven (7) vacancies to be filled by the
Commission's consideration of Agenda Item #20, a copy of the
modified approved being attached for your reference: three
CEOs and the following Commission appointments:
Commissioner Plummer (Group III), one nomination;
Commissioner Dr. Miriam Alonso (Group IV), one nomination;
and Vice -Mayor Miller J. Dawkins (Group V), two nominations.

ENCLOSURES:
it is respectfully recommended that the City Commission adopt the
attached resolution. The proposed resolution provides for four
appointments to the Citywide Community Development Advisory
Board.
Background:
The Department of Community Development is submitting the
attached legislation for your consideration. On January 11,
1990, the City Commission appointed fifteen individuals to the
eighteen -member Citywide Community Development Advisory Board.
At the request of Commissioner Alonso, the appointment of Mr.
Jose Villalobos will be rescinded because Mr. Villalobos is
unable to serve on the Board. Therefore, four appointments need
to' be made an the record as follows: one appointment as
nominated by Commissioner Plummer; one appointment as nominated
by Commissioner Alonso; and two appointments as nominated by
Commissioner Dawkins.
