HomeMy WebLinkAboutR-90-0092J--90-103 01/23/90 RESOLUTION NO. 0*A1 W!)2: A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $10,680 FROM THE CITY OF MIAMI LAW ENFORCEMENT TRUST FUND TO COVER THE COSTS ASSOCIATED WITH THE ACQUISITION OF 30 MOTORCYCLE COMMUNICATION HEADSET SYSTEMS, UPON SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses: and WHEREAS, the Miami Police Department Motorcycle Unit utilizes hand-held portable radios to maintain contact with the Communications Unit; and WHEREAS, the officers must remove their hands from the handlebars of the motorcycle in order to utilize these hand-held radios; and WHEREAS, the Motorcycle Unit is currently not in possession of any communications headsets; and WHEREAS, this system allows the officer to transmit without removing his hands from the handlebars of the motorcycle; and WHEREAS, the system provides safety for the officer and innocent bystanders by reducing the possibility of accident; and WHEREAS, funds to cover the necessary expenses required for the acquisition of the 30 Motorcycle Communication Headset Systems has not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this resolution and has determined that the expenditure proposed complies with Florida State Statute 932.704, as amended; and CITY COMMISSION MEETING OF FEB 7 1990 iEWKS; = WHEREAS, funds to cover the necessary expenses required for the acquisition of the 30 Motorcycle Communication Headset Systems are available in the City of Miami Law Enforcement Trust Fund: NOW, THEREFORE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Total approved funding, in an approximate amount of $10,680, is hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 290904- 996, to cover the necessary expenses required for the acquisition of 30 Motorcycle Communication Headset Systems, upon such costs having been approved by the Chief of Police. - Section 3. Odio ENCLOSURES: City Manager RECOMMENDATION: It is respectfully recommended that a resolution be passed for the purchase of 30 motorcycle communication headset systems at a total cost of $10,680. Funding is to be from the Law Enforcement Trust Fund The Miami Police Department Motorcycle Unit currently utilizes hand-held portable radios. This requires that the officer .remove his hand from the handlebars in order to respond to a radio dispatch. This; obviously places the officer as well as those around him in danger. Background noise is also a factor as it interferes with the officer's ability to understand what is being transmitted. The proposed communication systems would give the officers the ability to communicate without taking their hands off the handlebars or their eyes off the road. With dual speakers mounted in the helmet, background noise is eliminated and the officer can hear all transmissions clearly. It is, therefore, recommended that the Resolution authorizing the purchase of 30 Motorcycle Communication Headset systems, at a total. cost of $10,680, funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290904-996, be approved.
