HomeMy WebLinkAboutO-10703J-90-18 'a 1/4/90 ORDINANCE NO. 1311_0203 AN ORDINANCE AMENDING SECTION 1 OR ORDINANCE NO. 10642, ADOPTED SEPTEMBER 28, 1989, AS AMENDED, THE CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE, BY INCREASING THE APPROPRIATIONS FOR THE CAPITAL PROJECT ENTITLED ACQUISITION OF COMPUTERS AND ASSOCIATED PERIPHERALS, PROJECT NO. 315231; IN THE AMOUNT OF $16,415, AND BY DECREASING FURNITURE ACQUISITION TREASURY MANAGEMENT PROJECT NO. 311012 IN SAME AMOUNT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10642 on September 28, 1989, to establish appropriations for capital improvements and to continue previously approved capital improvement projects to begin during Fiscal Year 1989-1990; and WHEREAS, Ordinance No. 10549 appropriated $320,000 to Capital Project No. 315231 for the purchase of computerized systems; and WHEREAS, $101,000 has been allocated to Moore Governmental Systems Inc. for a computerized accounts receivable system; and WHEREAS, it has become apparent that certain additional programming and testing will be necessary that were not included in the initial contract; and WHEREAS, the programming and testing will enable the City to improve collections and citizen/customer relations by more timely updating property transfers to the billing systems; by more accurately calculating interest on liens; by showing all payment adjustments, penalties etc. on each monthly bill statements and by more timely informing management of the status of collections; and WHEREAS, the additional programming and testing were approved in Resolution No. 89-1031, adopted December 7, 1989; and WHEREAS, it is now in order to increase the funds appropriated on Acquisition of Computers and Associated Peripherals Project No. 315231 for the purpose of enhancing the system; and a. ():L 0;3 WHEREAS, the $16,415 is available from Capital Project No. 311012, Furniture Acquisition Treasury Management; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1 Section 1 of Ordinance No. 10642, as amended, adopted September 28, 1989, is hereby amended in the following particulars: 1/ Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1989-90. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as reappropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations and revenues therefor being set forth for seven program (I-VII) areas based upon use of functional category within said areas as follows: TOTAL APPROPRIATIONS ($ X 1000) 1. Odio City Manager RECOMMENDATION: December 20, 1989 RATE: FILE: Amendment to Capital SUBJECT: Improvement Appropri- ations Ordinance No. 10642 for Computer REFERENCES: Software Acquisition ENCLOSURES: It is respectfully recommended that the City Commission adopt an Ordinance amending section one of Ordinance No. 10642, adopted September 28, 1989, as amended, the Capital Improvement Appropriations Ordinance, by increasing the appropriations for the capital project entitled Acquisition Of Computers and Associated Peripherals, project No. 315231 in the amount of $16,415 by transfering such amount from Furniture Acquisition Treasury Management Project No. 311012, containing a repeal provision and a severability clause. BACKGROUND: The Finance and Computers Departments are currently working with Moore Governmental Systems to modify and implement an on-line consolidated accounts receivable billing system. In the process of refining the specifications for the system it became necessary to request• certain enhancements that were not included in the basic contract which were approved by Resolution 89-1031. This amendment to the City's Capital Improvement Appropriations Ordinance No. 10642 will increase the appropriation for Computer Software Acquisition Capital Project No. 315231 by $16,415 as required by the resolution. Ordinance No. 10642, as amended appropriated $320,000 for computer software acquisition. $101,000 has been allocated to Moore Governmental Systems Inc. for a computerized accounts receivable system.
