HomeMy WebLinkAboutO-10702J-w90-17 12/29/89 ORDINANCE NO. 02 2 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 106421 ADOPTED SEPTEMBER 28, 1989, AS AMENDED, THE CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE, BY INCREASING THE APPROPRIATION FOR LOCAL DRAINAGE PROJECT FY189 - FY190, PROJECT NO. 352267, IN THE AMOUNT OF $1.5 MILLION; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10642 on September 28, 1989, to establish appropriations for capital improvements, continue previously approved capital improvement projects, and establish new capital improvement projects to begin during fiscal year 1989-90; and WHEREAS, said Ordinance No. 10642 appropriated $2.0 million for Local Drainage Project FY'89 - FY190, Project No. 352267, to be utilized for the construction or modification of drainage facilities on a citywide basis as the need arises; and WHEREAS, the Department of Public Works has identified approximately fifty storm drainage catch basins that are still connected to sanitary sewers; and WHEREAS, the existence of these connections is contrary to best management practices for stormwater management systems; and WHEREAS, Dade County's Department of Environmental Resources Management (D.E.R.M.) has identified the elimination of these connections as a high priority project and has requested the City to expedite their removal; and WHEREAS, the Department of Public Works estimates that the cost to remove said catch basins from the sanitary sewers will be approximately $1.5 million; and WHEREAS, it is now in order to increase the funds appropriated for Local Drainage Project FY'89 - FY'90, Project No. 352267, in the amount of $1.5 million, from $2.0 million to $3.5 million, in Storm Sewer General Obligation Bond Funds, to 01*0702 E enable contracts to be awarded for the elimination of the aforesaid sewer connections; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 10642, as amended, adopted September 28, 1989, is hereby amended in the following particulars: -!/ "Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvement projects scheduled to begin during fiscal year 1989-1990. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as reappropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations and revenues therefor being set forth for seven program (I-VII) areas based upon use or functional category within said areas, as follows:2 2 TOTAL APPROPRIATIONS ($ X000) VII. No. 352267 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached ordinance approving an increase in appropriation for Local Drainage Project - FY189 - FY190, C.I.P. No. 352267. BACKGROUND: The Department of Public Works, in a continuing effort to serve all residents of the City of Miami, is recommending the adoption of the attached ordinance increasing the appropriation for Local Drainage Project - FY189 - FY190. This additional appropriation will enable the Department to expand the scope of the project, as explained below. The Department has identified approximately 50 storm drainage catch basins that are still connected to sanitary sewers. Although these catch basins were constructed many years ago when combination storm/sanitary sewers were acceptable, the existence of these connections today is contrary to best management practices for stormwater management systems and therefore in violation of local and state regulations. Metropolitan Dade County's Department of Environmental Resources Management (D.E.R.M.) has identified the elimination of these connections as a high priority project and has requested that the City expedite their removal. The City has agreed to remove these connections as soon as possible. The Department estimates that the cost to remove the aforementioned catch basins and provide new drainage facilities at these 50 locations will be approximately $1.5 million.
