RESOLUTION NO.
A RESOLUTION AUTHORIZING THE ESTABLISHMENT OF
AN ANTI -DRUG EDUCATION PROGRAM AND ALLOCATING
FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED
$300,000, FROM THE LAW ENFORCEMENT TRUST
FUND, UPON SUCH COSTS HAVING BEEN APPROVED BY
THE CHIEF OF POLICE; FURTHER PROVIDING THAT
SAID AUTHORIZATION AND ALLOCATION IS SUBJECT
TO COMPLIANCE WITH APPLICABLE CITY CHARTER
AND CODE PROCUREMENT PROCEDURES, INCLUDING A
RESTRICTION THAT ANY EXPENDITURE IN EXCESS OF
$4,500 BE APPROVED BY THE CITY COMMISSION.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds for law
enforcement and anti -drug education purposes not considered
normal operating expenses; and
WHEREAS, the City of Miami, along with the rest of the
nation, has experienced a major increase in crime associated with
drug sales, purchases and use; and
WHEREAS, the Police Department has supported and anticipates
supporting groups participating in the furtherance of education
in the area of drug abuse; and
WHEREAS, the Police Department is taking an affirmative role
in the education of the community in drug abuse through the
establishment of such programs as the Alternatives Program, the
Youth Crime and Drug Prevention Soccer League and the Cops and
Kids Athletic Drug Diversionary Program; and
WHEREAS, the production of public service advertising
campaigns, utilizing all forms of communications media, including
television, billboards, bus benches and more, are an effective
tool in the education of the community with additional
advertisements planned for 1990; and
WHEREAS, training classes and seminars are other methods
that will be employed in the education of the community sponsored
by the Police Department's Community Relations Section; and

WHEREAS, there is a need to purchase equipment, including a
float to advertise the Department's commitment to anti --drug
education, and supplies to assist in the furtherance of these
goals; and
WHEREAS, funds to cover the necessary expenses required for
the above listed program have not been included in the Police
Department's normal operating budget; and
WHEREAS, any items or services requiring formal bids would
be brought before the Commission for approval; and
WHEREAS, the Chief of Police has recommended adoption of
this resolution and has determined that the expenditures proposed
comply with Florida State Statute 932.704, as amended; and
WHEREAS, funds to cover the necessary expenses required for
this program are available in the City of Miami Law Enforcement
Trust Fund; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The authorization for the establishment of an
Anti -Drug Education Program with the allocation of funds

therefor, in an amount not to exceed $300,000, from the City of
Miami Law Enforcement Trust Fund, Project No. 690001, Index Code
029002-247, is hereby approved.
Section 3. The herein authorization and allocation is
subject to compliance with applicable City Charter and Code
procurement procedures, including a restriction that any
expenditure in excess of $4,500 be approved by the City
Commission.
Section 4. This Resolution shall become effective
immediately upon its adoption.

COMMENDATION:
It is respectfully recommended that a Resolution allocating funds
for .an Anti -Drug Education Program, at a cost of $300,000, be
approved.
y BACKGROUND:
The .Police Department supports the efforts of those groups
responsible for and dedicated to the education of the public in
the area of drug abuse. Increasingly, the Department is being
y asked to assist in -the funding of these programs and has done so
quite frequently. As'we move into the 1990's the Department is
planning to take a more affirmative role in the education of our
community in the harms associated with drug abuse.
The Anti -Drug Education Program will encompass all those
activities directed at the education' of citizens and
predominantly the youth of our community in the effects of drug
abuse. Advertisement campaigns, utilizing all types of media,
— will be employed to further this goal. Training classes and
seminars will be offered and professional consultants will be
utilized from time to time in an effort to educate as many people
as possible.
It is, therefore, recommended that the Resolution authorizing the
establishment of the Anti -Drug Education Program,, and allocating
funds therefor in the amount of $300,000, funding to be provided
from the Law. Enforcement Trust Fund, Project No. 690001, Index
Code 029002-247, be approved.

from the City of Miami Law Enforcement Trust Fund, for the
