Works, has informed me that a permanent four -way stop sign has
already been installed by Dade County at the intersection of S.W.
22 Avenue and Tigertail Avenue, so, consequently, a resolution
requesting this installation will not be necessary.

The purpose of this discussion is to review the effectiveness of
the recently installed "rumble strips" within Coconut Grove to
control vehicular speeds and determine if their installation
should be considered for future traffic problem locations,
BACKGROUND:
At the September 27, 1989 City Commission meeting, the Commission
directed the Public Works Department to install "rumble strips"
at selected locations on a trial basis. "Rumble strips" were
installed at the locations shown on the attached sketches.
The purpose of the trial period is to determine if the "rumble
strips" are effective in reducing vehicular traffic speeds and
raising driver awareness to local conditions affecting the
residential roadway. Additionally, the effects of the noise
generated by a vehicle passing over the "rumble strips" on the
surrounding residences has been evaluated.
Two styles of "rumble strips" were installed: A series of raised
asphalt ridges and a series of grooves cut into the asphalt
pavement. Both styles of "rumble strips" have been thoroughly
evaluated during the test period. A copy of the test evaluation
report is enclosed,
The Metropolitan Dade County Public Works Department has
indicated to the City that "rumble strips" are considered a
traffic control device under jurisdiction of the County.
However, as of this date the County has not objected to their
installation on City maintained streets.

TEST EVALUATION REPORT
OF RUMBLE STRIPS
Prepared by the Department of
Public Works, City of Miami, Florida
Rumble strips can be described as patterned sections of rough
pavement which are usually installed to alert drivers to the
pretence of a dangerous condition or a specific control device.
While used primarily on major streets, the Public Works
Department has installed "rumble strips" on several residential
streets to determine if they can be used as an effective speed
control device. Two styles of "rumble strips" have been
installed and evaluated: a series of raised asphalt ridges and a
series of grooves cut into the asphalt pavement. The difference
between these two devices is readily seen on the attached
detailed drawings.
TEST RESULTS
Field observations and readings were collected on February 14 and
16, 1990 during a one hour midday time period. Vehicles were
physically observed for speed reduction, partial avoidance of
strips (two wheels leaving normal driving lane) and complete
avoidance of strips (entire vehicle leaving normal driving lane).
The noise generated by a vehicle crossing over the strips as
compared with normal neighborhood noise without the strips was
also measured. Noise levels are expressed in decibels, the usual
unit for measuring the relative loudness of sounds, ordinary
speech registering approximately 60 decibels. A visual
observance of speed reduction was used to match the neighborhood
residents perception of vehicular speeds.

The high rate of vehicular avoidance of the raised style of
"rumble strips" indicates that divers were well aware of their
presence before they were encountered. It is assumed other
drivers recognized the strips but chose to proceed at the same
speed, legal or otherwise. The grooved style of strips are less
recognizable and not avoided, possibly accounting for a higher
percentage of vehicles reducing speed. Metropolitan Dade County
has been requested to install traffic warning signs in advance of
the "rumble strips ", however, as of this date the County has not
installed the signs. Based on the results of the test period,
advance warning of the "rumble strips" may encourage vehicle
avoidance of the devices, rendering them ineffective and possible
dangerous. Both styles of "rumble strips" encouraged observed
speed reductions in less than 10% of the vehicles.
As is suggested by their name, rumble strips generate noise when
contact is made by vehicular traffic. Frequent passage of
vehicles over the strips can be a nuisance and negative reactions
by area residents to the noise levels generated by the strips
have been realized. The noise levels for the test strips have
been measured and are appreciable compared to the normal noise
levels without the strips. If additional "rumble strips" are to
be installed on City streets, it is suggested that a majority of
the property owners on that street concur with the application of
the "rumble strips" and that they are fully aware of the noise
generated by the device that the tests have shown.

1 am concerned that the rumble strips that were recently
installed on S.W. 22 Ave. and Tigertail will cause a severe
accident. People in cars will habitually tend to go around the
rumble strips and enter the lanes of oncoming traffic. This
phenomenon of bypassing the strips can be witnessed along the
roadways at Miami —Dade Community College South.
Furthermore, the University of Miami has concluded in a study
that these rumble strips cause damage to an automobile's
suspension. This damage can be avoided if the driver goes over
the strips at a fast speed — a process that contadicts the
intended function of the strips.
Please remove the rumble strips from S.W. 22 Ave. and Tigertail.
1 was informed that the City Commissioners ordered the
installation of these rumble strips. Please inform them of my
concerns.

This letter is in reference to the rumble strips that have
been installed in various places on Tigertail Avenue. I think this
is a very good idea for traffic control. I travel Tigertail Avenue
on my way home from work, and I notice the traffic does go slower
over these rumble strips. The traffic on 28th street is excessive
and fast. I believe that by putting rumble strips on 28th Street,
the traffic will be somewhat slower.

We live at 3201 Kirk Street, the northeast corner of Kirk Street and
Tigertale Ave in Coconut Grove. The rumble strips that were recently placed
at the intersection of Tigertale and SW 22nd Ave. are creating more than a
rumbe for us. We specifically are addressing the strips that boarder our
driveway entrance on Tigertale Ave., south of 22nd Ave., on the east side.
As it is, the traffic noise on Tigertale is bearly tolerable. The continual
sounds of speeding cars, blowing horns and screeming fire engine sirens create
a constant interference in our air space. Now we have the rumble strips which
have increased the noise levels so much that they are di;_upting our sleep hours
and much needed quiet daytime hours.
We would like to officially go on the record as opposing these rumple strips.
They do not slow down traffic and the noise that they cause is startling and
offensive. It is effecting our well being and the tranquility of our home
environment.
We understand that these strips are temporary, therefore we are requesting
that they be removed and that the Commission explore alternative traffic and
safety control measures that lower noise levels rather than increase them.

COCONUT GROVE TRAFFIC STUDY
City of Miami Commissioner Miller Dawkins has received a request
from several residents of the Coconut Grove neighborhood to
control vehicular traffic in their neighborhood. Their
suggestions include the installation of a traffic signal at the
intersection of Hibiscus Street and Charles Avenue, a traffic
study of the intersection of Franklin Avenue and Douglas Road to
determine if a traffic signal is warranted and the designation of
Charles Avenue "one way" eastbound between Hibiscus Street and
Main Highway.
The Highway Division of your Department is currently conducting a
traffic study of this area of Coconut Grove to determine if a
traffic signal is warranted at the intersection of Franklin
Avenue and Main Highway. The residents would appreciate your
expanding this study area to include their suggestions for
controlling traffic in their neighborhood. Please inform me of
your Department's decision concerning these recommendations so
that I may update Commissioner Dawkins and his constituents.
On a related traffic control issue in the Coconut Grove
neighborhood, the City Commission, at their September 14, 1989
meeting, directed the Public Works Department to install "rumble
strips" at nine locations in Coconut Grove. Enclosed are
location maps showing where the "rumble strips" were installed.
The Commission has since directed that traffic warring signs
indicating "rumble strips ahead - reduce speed" be installed in
advance of the "rumble strips ". Since Metropolitan Dade County
is the authorized agency for the placement of traffic regulatory
signs within the public right of way, please investigate this
request and notify this Department of your decision concerning
the placement of traffic warning signs.
