C110-0201 A RESOLUTION APPROVING THE PURCHASE OF AN INVESTIGATIVE SUPPORT VEHICLE, AT AN APPROXIMATE COST OF S103,400; AND ALLOCATING FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST FUND, UPON SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE AND SUBJECT TO COMPLIANCE WITH APPLICABLE CITY CODE PROCUREMENT PROVISIONS. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for law enforcement purposes not considered normal operating expenses; and WHEREAS, the City of Miami, along with the rest of the nation, has experienced a major increase in crime; and WHEREAS, in an effort to detect and apprehend the individuals responsible for this increase in crime the Police Department must conduct undercover operations and also provide undercover support for patrol units; and WHEREAS, the use of the investigative support vehicle would provide a greater degree of safety for the officers and also for civilians in an area where undercover operations are being conducted; and WHEREAS, the cost of the item includes the preparation and equipment needed as well as the first year's storage and maintenance; and WHEREAS, funds to cover the necessary expenses required for the item have not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this resolution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenses required for CITY COMMISSION MEETING OF MAR 8 f990 TION N O 1 AML this i_t-fi arm ,�Ya t 5 ahl f - i n the Cl t v of *1i aIT) i T. ;) ta F nf-re-m-nt Trust FL;nd; NOW, THEREFORE, BE IT RESOLVED BY TIIE COMMISSION OF THE CITY OF MIAMI, FLORIDA- Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as it fully set forth in this Section. Section 2. The purchase of an Investigative Support Vehicle is hereby approved with funding therefor not to exceed $103,400 hereby allocated from the City of Miami Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, subject to compliance with applicable City Code procurement provisions. Odlo REFERENCES City Manager ENCLOSURES FILE Resolution for the Purchase o an Investigative vehicle It is respectfully recommended that a resolution be passed for the purchase of an Investigative vehicle at an estimated cost of $103,400. Funding is to be from the Law Enforcement Trust Fund. The Miami Police Department is committed to the detection and apprehension of individuals involved in criminal activity. In order to conduct investigations effectively it is necessary for the officers to maintain surveillances and also to provide undercover support for patrol units. The requested vehicle will provide the officers a greater degree of safety both from being detected and, if detected, for protection. The cost of the vehicle includes all of the preparation and equipment needed and also the first year's storage and maintenance costs. It is, therefore, recommended that the Resolution authorizing the purchase of an Investigative vehicle, at an estimated cost of $103,400, funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 029002-247, be approved. 13 AFFIDAVIT I, Perry L.
