RESOLUTION NO.
A RESOLUTION DECLARING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP CERTAIN
IMPROVEMENTS ON PROPERTIES OWNED BY THE CITY
IS BY A UNIFIED DEVELOPMENT PROJECT (UDP);
AUTHORIZING THE CITY MANAGER TO PREPARE A
DRAFT REQUEST FOR PROPOSALS (RFP) FOR A UDP,
AND SETTING A PUBLIC HEARING FOR MAY 10, 1990
AT 2:30 PM TO TAKE TESTIMONY REGARDING A
UNIFIED DEVELOPMENT RFP FOR THE DEVELOPMENT
OF MIXED RESIDENTIAL/COMMERCIAL USES OF CITY
BLOCK NO. 55 BOUNDED BY NW 6TH STREET, NW 7TH
STREET, NW 2ND AVENUE AND NW 3RD AVENUE
(MIAMI A.L. KNOWLTON BLOCK 55N), BLOCK NO. 56
BOUNDED BY NW 6TH STREET, NW 7TH STREET, NW
1ST COURT AND NW 2ND AVENUE (MIAMI A.L.
KNOWLTON BLOCK 56N), AND BLOCK NO. 45 BOUNDED
BY NW 7TH STREET, NW 8TH STREET, NW 1ST COURT
AND NW 2ND AVENUE (MIAMI A.L. KNOWLTON BLOCK
45N); TO AUTHORIZE THE ISSUANCE OF AN RFP;
AND TO SELECT A CERTIFIED PUBLIC ACCOUNTING
FIRM AND APPOINT MEMBERS OF A REVIEW
COMMITTEE TO EVALUATE PROPOSALS AND REPORT
FINDINGS TO THE CITY MANAGER AS REQUIRED BY
THE CITY CHARTER AND CODE.
WHEREAS, the City of Miami Charter Section 29-A(c)
allows for "Unified Development Projects" where an interest in
real property owned or is to be acquired by the City and is to be
used for development of improvements; and
WHEREAS, the City Commission determines that for the
development of mixed residential/commercial uses on City Block
No. 55 bounded by NW 6th Street, NW 7th Street, NW 2nd Avenue and
NW 3rd Avenue (Miami A.L. Knowlton Block 55N), Block No. 56
bounded by NW 6th Street, NW 7th Street, NW 1st Court and NW 2nd
Avenue (Miami A.L. Knowlton Block 56N), and Block No. 45 Bounded
By NW 7th Street, NW 8th Street, NW 1st Court and NW 2nd Avenue
(Miami A.L. Knowlton Block 45N), it is most advantageous for the
City to procure from a private person one or more of the
following integrated packages:
- Planning and design, construction and leasing; or
- Planning and design, leasing and management; or
Planning and design, construction and management; or
Planning and design, construction, leasing and
management; and
WHEREAS, the City Charter Section 29-A(c) further
requires that the City Commission hold a Public Hearing to
consider the contents of the Request for, Proposals; and
WHEREAS, the City Charter Section 29-A(c) further
requires that, at the conclusion of the Public Hearing, the City
Commission, if disposed to proceed, authorize the issuance of an
RFP, select a certified public accounting firm and appoint the
members of a review committee from persons recommended by the
City Manager;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE

person the following integrated package:
Planning ,and design, construction, leasing and
management.
SECTION 2. The City Manager is hereby authorized to
develop a Request for Proposals (RFP) for a Unified Development
Project for the development of the improvements as set forth in
Section 1 hereof.
SECTION 3. A Public Hearing is hereby scheduled an
May 10, 1990 at 2:30 PM to consider said Unified Development
Project RFP for the development of mixed residential/commercial
uses on sites as specified herein.
SECTION 4. As required by the City Charter and City
Code, the City Commission shall, at the conclusion of the Public
[fearing, authorize the issuance of an RFP, select a certified
public accounting firm and appoint members of a review committee
to evaluate Proposals and render written response to the City
Manager.
SECTION 5. This Resolution shall be effective
immediately upon its adoption.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached Resolution declaring that the most advantageous method
to develop certain improvements on properties owned by the City
is by a Unified Development Project (UDP), -authorizing the City
Manager to prepare a draft Request for Proposals (RFP) for a UDP,
and setting a public hearing for May 10, 1990 at 2:30 P.M. to
take testimony regarding a Unified Development RFP for the
development of mixed residential/commercial uses of City Block
No. 55 bounded by NW 6th Street, NW 7th Street, NW 2nd Avenue and
NW 3rd Avenue (Miami A.L. Knowlton Block 55N), Block No. 56
bounded by NW 6th Street, NW 7th Street, NW 1st Court and NW 2nd
Avenue (Miami. A.L. Knowlton Block 56N), and Block No. 45 bounded
by NW 7th Street, NW 8th Street, NW 1st Court and NW 2nd Avenue
(Miami A.L. Knowlton Block 45N); to authorize the issuance of an
RFP; and to select a certified public accounting firm and appoint
members of a review committee to evaluate proposals and report
findings to the City Manager as required by the City Charter and
Code.
BACKGROUND:
The Department of Development & Housing Conservation recommends
the City Commission declare that the most advantageous method for
the development of improvements on the S.E. Overtown/Park West
Blocks 45, 55, 56 is by the Unified Development Project (UDP)
process.
The City of Miami Charter Section 29-A(c), providing
comprehensive procurement procedures, allows for "Unified
Development Projects", defined as projects where real property
acquired or to be acquired by the City -is to be used for
developing improvements. The City Commission makes a
determination that it is most advantageous to the City to procure
from a private entity an integrated development package which may
include planning and design, construction, leasing and
management.

Section 29-A(c) further requires that a Request for Proposals for
a Unified Development Project will:
- generally define the uses the City is seeking for the
project;
- specify the land parcel to be made available;
- specify the extent of the City's proposed commitment of
funds, property and services;
- specify evaluation criteria for a review committee and
a certified public accounting firm; and
- define terms that would cause termination of the
development agreement.
The above referenced blocks were previously declared as UDP
projects by the City Commission as part of the S.E. Overtown/Park
West Phase I development, and the development rights to all three
blocks were given to the Odessa, Ltd. Despite numerous attempts,
the developer could not come up with the necessary financing to
initiate the proposed project. Finally, after extending the
construction deadline on several occasions, the City Commission,
by Resolution 90-126, on February 7, 1990, terminated the lease
and development agreement with the Odessa, Ltd. for Block 55 and
rescinded all development rights to Blocks 45, 55, and 56.
