A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $25,000 FROM SPECIAL PROGRAMS AND
ACCOUNTS, MATCHING FUND FOR GRANTS, IN SUPPORT
OF THE NATIONAL .ASSOCIATION OF COUNTIES
CONFERENCE TO BE HELD IN DADE COUNTY ON JULY
14-17, 1990, SAID ALLOCATION BEING CONDITIONED
UPON SUBSTANTIAL COMPLIANCE WITH CITY OF MIAMI
ADMINISTRATIVE POLICY NO. APM-1-84, DATED
JANUARY 24, 1984.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. An amount not to exceed $25,000 is hereby
allocated from Special Programs and Accounts, Matching Fund for
Grants, in support of the National Association of Counties
Conference to be held in Dade County on July 14-17, 1990.
Section 2. The herein allocation is hereby conditioned upon
substantial compliance with City of Miami Administrative Policy
No. APM-1-84, dated January 24, 1984.
Section 3. This Resolution shall become effective
immediately upon its adoption.

from the city.

FACT SHEET
The past several years have seen a sharp
decline in federal responsibility to
local governments and a significant
increase in the responsibilities and
services of county governments, County
governments fund and operate schools,
libraries, hospitals, and highways, with
corresponding maintenance, police and
fire protection, health and welfare
programs, park and recreation
facilities, social services, airport
improvements, water pollution control,
construction and operation of mass
transit, and so forth.
Overview of NACo: The National Association of Counties
is the liaison between its meniber
counties (totaling over two thirds of
the nation's 3,106 counties) and the
various levels of state and federal
government. Primarily responsible for
spearheading the lobbying efforts of
Congress, department and agency
officials and members of the White House
and cabinet, NACo truly acts as the
unified representative voice of its
member county governments in today's
bipartisan intergovernmental system.
Overview of Annual From July 14 to 17, 1990 Dade County
Meeting: will host the 55th Annual NACo
Conference. The conference will attract
over 5,000 county commissioners,
administrators, and their staffs from
across the nation as well as other key
elected officials such as state
governors, senators, and representa-
tives. Also in attendance are the NACo
affiliate members with specialized
expertise in such fields as health care,
tax and finance, and transportation to
name a few. Primarily educational in
its focus, this meeting also serves as
the setting for electing the NACo
officers and board members for the next
term as well as adopting the annual
policy statement.

Benefits to The NACo Annual Conference with over, 5,000

economic impact to Dade County. We
anticipate a direct benefit in the millions
of dollars. This coupled with the
prestigious nature of the evert, will lend
credibility to Dade County's effort to
promote itself as an ideal convention
destination.

NACo Conference
Economic Impact
From July 14 to 17, Dade County will host the 55th annual
conference of the National Association of Counties (NACo). It
is expected that approximately 5000 delegates, exhibitors,
and families will attend the conference. An area wide
economic impact of eight million dollars is expected to
result from the conference and spillover activities.
The delegates and their families will spend an estimated
total of $5 million. More than one half of this amount, or
$2,695,000 will be spent on hotel rooms, An additional
$853,000 will be spent on meals and social activities in the
hotels. Some of the attendees meals will be eaten at area
restaurants outside hotels and will amount to an estimated
$602,000. Traveling about the county will cost the
conventioneer almost $230,000 in local transportation
expenditures. A total of $264,000 will be spent on
entertainment, and the delegates and their families will
make expenditures of $641,000 at local retail stores and
other places of business.
The direct expenditures by attendees will result in
follow-on expend itLui� ea bj the hotels, restaurants,
transportation companies, retailers and other local
businesses as well as householls. When finally tabulated, a
total local economic impact of the Naco convention should
exceed $8,246,000.
The City of Miami, serving the convention with the OMNI,
Intercontinental and Marriot Hotels, is expected to feel an
economic impact of over 3 million dollars after considering
transportation, retail and restaurant usage.

NACo is a non-profit national or-
ganization comprised of more than
40,000 elected and appointed policy
makers. Over 2,000 counties repre-
senting over 90% of the nation's
Population make up NACo's mem-
bership. In todays bipartisan inter-
governmental system, NACo is the
unified representative voice of county
governments at the various levels of
state and federal governments.
NACo also acts as an important
clearinghouse of information and
has the responsibility of spearhead-
ing lobbying efforts at the executive
and legislative branches of govern-
ment.

county commissioners and ad-
ministrators from
across the nation
as well as key
elected officials

representatives. NACo is hopeful that
President George Bush will open the
conference with a personal ap-
pearance and speech.
This four -day conference will be of
significant economic impact to Dade
County. NACo provides us with a
unique opportunity to showcase our
community. And, it bolsters Dade
County's effort to promote itself as a
leading convention destination.
