A RESOLUTION ACCEPTING THE BID OF
MINORITY SYSTEMS, INC. AND SEALAND
CONTRACTORS INC., A JOINT VENTURE, IN
THE PROPOSED AMOUNT OF $320,000.00, BASE
BID OF THE PROPOSAL, FOR SWIMMING POOL
RENOVATIONS; CURTIS AND GIBSON PARKS,
WITH MONIES THEREFOR ALLOCATED FROM THE
1990 CAPITAL IMPROVEMENT ORDINANCE NO.
10642, PROJECT NO. 331099 IN THE AMOUNT
OF $320,000.00 TO COVER THE CONTRACT
COST; AND AUTHORIZING THE CITY MANAGER
TO EXECUTE A CONTRACT WITH SAID FIRM.
WHEREAS, sealed bids were received January 30, 1990, for
SWIMMING POOL RENOVATIONS; CURTIS AND GIBSON PARKS; and
WHEREAS, the City Manager and the Director of the
Department of Public Works recommend that the bid received from
MINORITY SYSTEMS, INC. AND SEALAND CONTRACTORS, INC., a joint
venture, be accepted as the lowest responsible and responsive
bid; and
WHEREAS, the 1990 Capital Improvement Ordinance No.
10642, was adopted on September 28, 1989, and monies are
available for the proposed amount of the contract, project
expense, and incidentals under Project No. 331099 of said
ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section I.The January 30, 1990, bid of MINORITY SYSTEMS,
INC. AND SEALAND CONTRACTORS, INC., a joint venture in the
proposed amount of $320,000.00, for the project entitled Swimming
Pool Renovations; Curtis and Gibson Parks, for the base bid of
the proposal, based on lump sum and unit prices, is hereby
accepted at the price stated therein.

Section 2.The amoi,nt of $320.000.00 is hereby allocated
from the 1990 Capital Improvement Ordinance No. 10642, Project
No. 331099 to cover the cost of said contract.
Section 3.The City Manager is hereby authorized to enter
into a contract Yon behalf of the City of Miami with MINORITY
SYSTEMS, INC. AND SEALAND CONTRACTORS, INC., a joint venture, for
Swimming Pool Renovations; Curtis and Gibson Parks, base bid of
the proposal.
Section 4.This Resolution shall become effective
immediately upon its adoption.

The project consists of replacing pool mechanical equipment and otherwise renovating and
upgrading two nunicipal swimming pools. Bidder will furnish bid bonds in awarvlance with
Resolutions Na. 85-M and No. 87-%S. For technical cliestions regarding plans and
specifications, please oont&;t the Special Projects Section, at (305)579-6865. Prospective
bidders will be required to submit, with their bid, a coW of the app vpriate Certificate of

All bids shall be sufinritted in accordance with tke Instructions to Bidders and Specifications.
New City regulations will require each bidder to skit prgx)sals in duplicate originals. Plans
and specifications nqy be obtained from the office of the Director of Public sr�C _,_M N.W. 2
Street, 3rd floor, tliari, Florida, 33128, on or after January 11, 1990. If bidders wish, a set
of plans and specifications wi 1 l be mi 1 ed to titan by writing to the Department of Public Works
and including a sgxrete check for $8. There will be a $W deposit required for the first set of
plans and specifies. Addi ti onTsets may be pw dea'w__a for a fee of $20 per set an this is
not refundable. Deposits will be refunded only upon the return of are set of plans and
specifications to the Departnent of Public Works, urrrnarked and in good condition within two (2)
weeks after the opening of the bids.
Bidders are alerted to the provisions of Ordinance No. 105M regarding allocation of contracts to
minority vendors. This has been desigated a ®inanity set -aside constnaction project. Bidding
will be restricted to City of Miami certified majorily (51%) hispanic, blacks or weed
ourporatians and jaint ventures. This certification process must be ccepleted prior to the
bidder sdxriitting an Affirmative Action Plan, as defined in said Ordinance, and as require din
tte Instructions to Bidders.
The City of Miami has adopted Ordinance No. 10032, which inplenents the "First Source Hiring
Agrearetnt." The object of this ordinance is to provide employment opportunities to City of Miami
residents on contracts resulting in the creation of new KTmnnent jobs. Contractors may be
eligible for wage reicrbursament under this program. For further information contact the

It is respectfully recommended that the City Commission adopt the
attached resolution accepting the low bid of Minority Systems, Inc.
and Sealand Contractors, Inc., a joint venture, for SWIMMING POOL
REMOVATIOTIS; CURTIS AND GIBSON PARKS, received January 30, 1990 in
the amount of $320,000.04, Base Rid; authorizing the City Manager to
enter into a contract on behalf of the City.

cost, and for such incidental items as postage, blueprinting,
