HomeMy WebLinkAboutR-90-0178f709-665 RESOLUTION NO. 9 1-8 A RESOLUTION AUTHORIZING THE PURCHASE OF A PETERSEN TL-3 LIGHTNING LOADER UNDER EXISTING STATE OF FLORIDA CONTRACT NO. 070-700-90-1 FROM HEINTZELMAN'S TRUCK CENTER TO BE USED FOR THE COLLECTION OF RECYCLABLE WHITE GOODS FOR THE DEPARTMENT OF SOLID WASTE AT A TOTAL COST NOT TO EXCEED $49,826.00; ALLOCATING FUNDS THEREFOR FROM THE SOLID WASTE REDUCTION, RECYCLING & EDUCATION SPECIAL GRANT FUND, PROJECT NO. 197001, ACCOUNT #320304-840; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS VEHICLE. WHEREAS, the Department of Solid Waste wishes to purchase a Petersen TL-3 Lightning Loader, under a State of Florida Contract No. 070-700-90-1 from the Heintzelman's Truck Center at a total cost not to exceed $49,826.00 and WHEREAS, the 1988 Solid Waste Management Act enacted by the Florida Legislature mandates the recycling of white goods defined as discarded refrigerators, ranges, water heaters, freezers and other similar domestic and commercial large appliances and prohibits the disposal of said items in landfills, Section 403.706 (4) Florida Statute; and WHEREAS, funds for this purchase are available from the Solid Waste Reduction; Recycling & Education Grant Fund, Project No. 197001 Account #320304-840; and WHEREAS, the City Manager and the Director of the Department of Solid Waste recommend that the purchase of said vehicle from the Heintzelman's Truck Center be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING or Sect ion 1.• The recitals and findings contained i.n the Preamble to this Resolution are hereby adopted by refArence thereto and incorporated herein as if fully set forth in this Section. Section 2. The purchase of a Petersen TL-3 Lightning Loader, under existing State of Florida Contract No. 070-700-90-1 from the Heintzelman's Truck Center at a total cost not to exceed $49,826.00 is hereby approved with funds therefor hereby allocated from the Solid Waste Reduction' Recycling & Education Grant Fund, Project No. 197001 Account #320304-840. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this vehicle. Section 4. BACKGROUND: The 1986 Solid Waste Management Act enacted by the Florida Legislature mandates the recycling of white goods defined as discarded refrigerators, ranges, water heaters, freezers and other similar domestic and commercial large appliances and prohibits the disposal of said items in landfills, Section 403.706 (4) Florida Statute. The Petersen Industrial Machines, Inc. Model TL-3 Lightning Loader is a specially designed hydraulic operated knuckle boom trash loader used in Vthe collection of bulky waste items including white goods and recyclable scrap metals. This vehicle will provide efficient collection of recyclable white goads and will allow the Department of Solid Waste to separately collect white goods from other domestic and commercial bulky waste for sale to local scrap metal recycling vendors. The General Services Administration,, Fleet Management Division has analyzed the specifications for the Petersen Model TL-3 pursuant to the State of Florida, Department of General Service Administration Contract No. 070-700-90-1. This vehicle is deemed to be in the best, long-term interest of the City on the basis of its unique versatility for collection of recyclable white goods, its adaptive capabilities, and its use for other waste collection applications. Ll M Pace Two It is imperative that the City proceed with this purchase in order to effectuate the tamely investment of state recycling grant funds within specified grant time parameters and to demonstrate the City's good faith effort in compliance with the recycling statutory mandate.
