A RESOLUTION APPROVING THE PURCHASE OF AN X- RAY MACHINE AND ALLOCATING FUNDS THEREFOR, AT A PROPOSED COST OF $5,300 FROM THE LAW ENFORCEMENT TRUST FUND, SUBJECT TO SUCH COSTS HAVING BEEN APPROVED BY THE CHIEF OF POLICE AND SUBJECT TO COMPLIANCE WITH APPLICABLE CITY CODE PROCUREMENT PROCEDURES. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of torfeiture proceeds for law enforcement purposes not. considered normal operating expenses, - and WHEREAS, the City of Miami Police Department continues to have a commitment to the safety and protection of all persons within our city and community; and WHEREAS, the recent outbreak of terrorist attacks and 5 bombings has brought concern and attention to the safety of law enforcement officers, governmental officials and the entire community; and WHEREAS, the Police Department's use of an X-Ray Machine would make the detection of explosive devices safer for both the officers and community at large; and WHEREAS, the Chief of Police has recommended adoption of this resolution and has determined that the proposed expenditure complies with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover this purchase are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Funding is to be from the Law Enforcement Trust Fund. I-0-J411"W"26111UPIR The Miami Police Department is responsible for responding to calls involving suspicious packages or bomb threats. With the recent out break of terrorist attacks and bombings it has become apparent that the officers must use the most efficient means available to determine whether a package is in fact a bomb. The Special. Investigations Section/Bomb Squad Unit would utilize this X-Ray Machine to examine the inside contents of suspected improvised explosive devices. This machine would allow the Bomb Squad to perform their assigned task with a greater degree of safety both for the Squad and the public. It is, therefore, recommended that the Resolution authorizing the funding for the X-Ray Machine, at an estimated cost of $5,300, funding to be from the Law Enforcement Trust Fund, Project No. 690001, Index Code 290904-996, be approved.
