A RFSOLUTION CONCERNING THE C RAND OPENING OF
THE CARIBBEAN MARKETPLACE TO BE CONDUCTED BY
THE HATTIAN TASK FORCE, INC. ON APRIL 7, 1990;
AUTHORIZING THE CLOSURE OF DESIGNATED STREETS
TO THROUGH VEHICULAR TRAFFIC, SUBJECT TO THE
ISSUANCE; OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES, FURTHER ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF SAID EVENT; CONDITIONED UPON THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage during the
Grand Opening of the Caribbean Marketplace to be conducted by the
Haitian Task Force, Inc. the following streets are hereby closed
to through vehicular traffic on Saturday, April 7, 1990 as
specified below:
12:00 Noon to 6:00 P.M.:
Northeast Second Avenue from Northeast Fifty -Ninth Street to
Northeast Sixty -Second Street
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets as specified in Section
1 herein is subject to State approval and issuance of permits by
the Departments of Police and Fire, Rescue and Inspection
Services. Said permit from the Department of Police is to be
issued upon full approval of the Chief of Police after giving all
due consideration to the safety and traffic needs of residents,
businesses, and religious institutions in the area for entering
and crossing through said arterials and upon the favorable

Section 3. Pursuant to the prevision of City Code Section
39-13 all retail peddlers" occupational licenses issued under the
provisions of Chapter 31 of the City Code, as amended, will not
be valid in the area of public right: of way included on the above
designated streets and on all, intersecting streets for two blocks
in all directions, during the dates and hours specified therein.
Section 4. Such closing of streets as specified in Section
i herein are subject to the organizers obtaining insurance
requirements as mandated by the City of Miami and paying for all
necessary costs of City services.
Section 5. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 22nd day of March 1990.

Dear Mr. Odio:
This letter is a request from the Haitian Task Force,. Inc.
(H.T.F) to appear or, the March 22nd, 1990 Commission Agenda
regarding a street closure for the grand opening of the
Caribbean Marketplace which will take place on April 7th,1990.
We are requesting that the streets be closed from noon to
6:30 p.m. on N.F. 2nd Avenue between 59th and 62nd Streets.
For this special event, we dutifully request the deferment of
costs of the City services. There will be no retail street
paddlers or sale of alcoholic beverages, because any food product
or soft drinks will be sold inside the Marketplace. Insurance
coverage will also be provided.
