A RESOLUTION, WITH ATTACHMENT, URGING
METROPOLITAN DADE COUNTY TO TAKE STEPS WHICH _=
WILL RESULT IN THE INSTALLATION OF TRAFFIC
REGULATORY SIGNS IN THE NORTH COCONUT GROVE
NEIGHBORHOOD OF THE CITY OF MIAMI, FLORIDA ON
A NINETY (90) DAY TRIAL BASIS, IN SUBSTANTIAL
ACCORDANCE WITH THE ATTACHED AMENDED PLAN
"B"; FURTHER DIRECTING THE CITY CLERK TO = -
TRANSMIT A COPY OF THIS RESOLUTION TO THE
HEREIN NAMED OFFICIALS.
WHEREAS, at the January 25, 1990 Miami City Commission
Meeting, a group of citizens, concerned about undesirable traffic
intrusion into their neighborhood, requested that a neighborhood
meeting be conducted with the property owners of the Coconut
Grove neighborhood bounded on the North by South Dixie Highway,
on the South by Southwest 25 Street, on the East by Southwest 22
Avenue, and on the West by Southwest 27 Avenue, to consider =
recommendations for controlling traffic; and
WHEREAS, on March 29, 1990, a neighborhood meeting was
conducted by the Department of Public Works to hear the property
owners' traffic safety concerns in the aforesaid Coconut Grove
neighborhood and to consider recommendations for controlling
traffic; and
WHEREAS, after considering the property owners' concerns and
recommendations, the Department of Public Works has developed a
traffic regulatory sign plan, hereinafter called Plan " B "
consistent with the traffic control needs of the neighborhood;
and
WHEREAS, upon further review of the various traffic control
plans, the City Commission has determined that the traffic
control measures contained in the attached Plan should be
implemented to control unacceptable traffic intrusion into the
aforesaid Coconut Grove neighborhood; and

WHEREAS, the City Commission finds that the herein traffic
control plan should be implemented for a ninety (90) day trial
period to determine if said traffic control measures are in the
best interest of the public;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and finding contained in the
Preamble to this Resolution are hereby adopted by referenced
hereto and incorporated herein as if fully set forth in this
Section.
Section 2. Metropolitan Dade County is hereby urged to take
steps which will result in the installation of traffic regulatory
signs, for a ninety (90) day trial period, in substantial
accordance with the attached amended Plan, in the North Coconut
Grove neighborhood bounded by South Dixie Highway, Southwest 28
Street, Southwest 22 Avenue and Southwest 27 Avenue, in the City
of Miami, Florida.
Section 3. The City Clerk is hereby directed to transmit a
copy of this Resolution to Dade County Manager, Joaquin Avino,
and the Director of the Dade County Public Works Department,
Walter Herndon.
Section 4. This Resolution shall become effective
immediately upon its adoption.

Dear Ms. Hirai:
This is in response to your request for the installation of traffic
regulatory signs in Coconut Grove between S.W. 22 Avenue and S.W. 27
Avenue and between US-1 and S.W. 28 Street.
An engineering study has been concluded by the Public Works Department
and we have determined that existing traffic conditions are acceptable,
and that this proposal to create a significant alteration to traffic
patterns of the roadway network in this area should not be implemented.
We regret we are unable to approve your request.

The purpose of this discussion Item is to consider a "one-way"
street traffic plan for Southwest 28 Street and Southwest 27 Lane
in the Coconut Grove neighborhood and adopt a resolution urging
Metropolitan Dade County to Install the proper traffic regulatory
signs to accomplish the approved traffic plan.
BACKGROUND:
At the January 25, 1990 City Commission meeting, a group of
citizens expressed concerns about undesirable traffic Intrusion
Into their neighborhood bounded by South Dixie Highway, Southwest
28 Street, Southwest 22 Avenue and Southwest 27 Avenue. The City
Commission directed the Department of Public Works to conduct a
neighborhood meeting with the Coconut Grove citizens to develop a
traffic control plan based on a "one-way" street system that
would address their traffic Intrusion concerns. Enclosed is a
location map showing the current daily traffic volumes within the
neighborhood.
On March 29, 1990 a property owner meeting was conducted by the
Public Works Department to hear the citizens' traffic Intrusion
concerns in their neighborhood and consider several
recommendations for controlling traffic by "one-way" streets.
After reviewing three "one-way" street traffic plans as shown In
attachments labelled Plans "A", "B" and "C" and considering a
fourth option to not Implement any plan, the citizens were polled
to determine if they wished to proceed with some type of a
traffic control plan. The results of the poll were as follows:
Implement some type of traffic control plan: 35
Implement no rew traffic control plan: 20

Since the concensus of the citizens was to Implement some type of
traffic control plan, the Citizens were polled once again to
determine which "one-way" street traffIC plan they prefer. The
results of this poll were as follows:
Plan "A"; 17
Plan "13" ; 27
Plan "C": 7
Plan "C", prepared by the Department of Public; Works, creates
"one -wary" pairs of Southwest 28 Street and southwest 27 Lane,
d i str I outing traffic volume and providing reasonable zac.:t.;Cas for
the neighborhood residents. Plans "A" and "B" were presented by
the residents in attendance at the property vwrrer meeting and are
more restrictive with regard to neighborhood acc:Cass and
Circulation.
Should the City Commission wish to Implement one of the trafflt;
plans presented, a resolution may be adopted urging Metropolitarn
Dade County to Install the proper traffic regulatory signs to
accornpllsh the traffic plan for a ninety (90) day trial period.
The Installation of each traffic control sign costs approximately
$183. Plan "A" requires approx. 8 signs; Plan "B" requires
approx. 20 Signs; and the Public works Department's Plan "C"
requires approx. 13 signs. In addition to studying the traffic
clrculation Impact created by these plans, MotropolItan Dade
County may wish to recoup all. or a portion of the cost
aysociatPd with the Installation of the traffic regulatory signs.
Consideration Should be given to this possible consequence.
The property owners of this Coconut drove neighborhood were
mmiled notification letters of the March 29. 1990 property owner
meeting and the April 12. 1990 city Commission meeting on

AVENUE
At the January 25, 1990 City or Mlami Commission meeting, the
Department of Public Works was instructed to meet with property
owners to d;scuss a "one-way" traffic control plan r:�r the
neighborhood bounded by South Dixie Highway, S.W. 28 Street, S.W.
22 Avenue and S.W. 27 Avenue.
Since the Commission meeting there have been two informal
meetings with individual groups of property owners within the
neighborhood where "one-way" street traffic control
recommendations have been discussed. As a result rif these
meetings, several "one way" street traffic control plans for the
neighborhood have been proposed.
At 7:30 P.M. on March 29, 1990. there wilt be a neighborhood
meeting held in the Commission Chambers of the Miami Ciry Hall,
3500 Pan American Drive, Dinner Key where the various plafls and
other suggestions will be discussed. All interested parties are
welcome to attend. In addition, a discussion of a "one way"
street system plan for the neighborhood has been placed on the
April 12, 1990 City Commission agenda. Please contact the City
