RESOLUTION NO. 90-0302
A RESOLUTION CONCERNING THE BANYAN FESTIVAL TO
BE CONDUCTED BY THE COCONUT GROVE CHAMBER OF
COMMERCE TO BE HELD OCTOBER 20-21, 1990
PROVIDING FOR THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC;
ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE
ISSUANCE. OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES; AUTHORIZING A TWO-DAY PERMIT TO
SELL, BEER AND WINE IN CONNECTION WITH SAID
EVENT SUBJECT TO THE ISSUANCE OF ALL PERMITS
REQUIRED BY LAW; FURTHER ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; FURTHER CONDITIONED UPON
THE REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Banyan Festival,
to be conducted by the Coconut Grove Chamber of Commerce, the
following streets are hereby closed to through vehicular traffic
from 6:UU A.M. Saturday, October 20, 1990 to 8:00 P.M. Sunday,
October 21, 1990 as specified below:
Main Highway from McFarlane Road to Charles Avenue.
Commodore Plaza from Grand Avenue to Main Highway.
Fuller Street from Grand Avenue to Main Highway.
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety

institutions in the area for ent4�ring and crc-_)ssing through said

� Section 3. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division nt Alcoholic

Beverages and Tobacco, to sell beer and wine pursuant to City

-~ Code 54-l2.l, the request of the Coconut Grove Chamber of=-

_ Commerce to sell beer and wine for a two-day period in connection

_ hereby granted subject to the issuance of all permits required by

� Section 4. Pursuant �m the provision n� City Code Section

_ 39-13, all retail peddlers' occupational licenses issued under
, the provisions of Chapter ]l of the City Code, as amended, will -

not be valid during the hours of 8:00 A.M. to 8:00 P.M. on �

October 20-31^ 1990, respectively on the above designated streets
and no all intersecting streets for two blocks in all directions. �=
Section 5. Such authorizations are hereby subject to the �-

organizers obtaining insurance requirements as mandated by the =-

� City ot Miami and paying for all necessary costs of City �-
services.

On behalf of the Coconut 'rove Chamber of. Commerce,
I am requesting at this time that. October 20--21, 1pO^
be held for the 14th Annual Banyan Festival of the Arts.
We would like street closures starting at 6:00 am
Saturday the 20th through 8:0C pm Sunday the 21st. -he
streets we will be closing are ;"ain Highway at Charles
Avenue, Commodore Plaza at ",rand Avenue, Fuller Street
at Grand Avenue and ',!air Hig!7�way at McFarlane Poad.
We will also be purchasing a leer and wine permit as
well as requesting restriction of retail pe(?dlers
within the area.
