RESOLUTION NO. 90"""0208*7 A RESOLUTION APPROVING THE SALE OF WASTE PAPER TO ALL FLORIDA WASTE PAPER INC., WHOSE PROPOSAL CONTAINED THE MOST ADVANTAGEOUS FEATURES BEST MEETING THE: NEEDS OF THE CITY FOR THE RENEWAL OF THE INTEROFFICE PAPER RECYCLING PROGRAM BY THE SOLID WASTE DEPARTMENT; AUTHORIZING THE CITY MANAGER TO SELL THE WASTE PAPER AT THE PRICE QUOTED WITH THE OPTION TO EXTEND THE SALE PERIOD FOR AN ADDITIONAL YEAR. WHEREAS, pursuant to public notice, Request for Proposals were received February 14, 1990 for the sale of waste paper collected through the renewal of an Interoffice Paper Recycling Program implemented by the Department of ;Solid Waste; and WHEREAS, proposals were mailed to twelve (12) potential proposers and three (3) proposals were received; and WHEREAS, Section 11 of the recently enacted State Solid Waste Management Legislation Act S.B. 1192 mandates counties and municipalities to establish cooperative recycling programs by July 1, 1989; and WHEREAS, in order to fulfill this statutory requirement, the Department of Solid Waste recommends that the Interoffice Paper. Recycling Program be continued to encourage City employees to participate in the comprehensive recycling service required by the solid waste legislation; and WHEREAS, the City Manager and the Director of the Department of Solid Waste recommend that the proposal received from All Florida Waste Paper Inc. contains the most advantageous features best meeting the needs of the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preainb1e to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. The February 14, 1.990 proposal of A1.:1 Florida Waste Inc., whose proposal contained the most advantageous features best meeting the needs of the City for the renewal of the Interoffice Paper Recycling Program by the Solid Waste Department, is hereby accepted. Section 3. The City Manager is hereby authorized to sell the waste paper at the price quoted, said sale to continue for a period of one year from the date hereof with the option to extend for an additional one year period. Section 4. This Resolution shall become effective immediately upon its adoption. Odio a City Manager ENCLOSURES RECOMMENDATION: it is respectfully recommended that the City Commission adopt the attached resolution authorizing the execution of an agreement with All Florida Waste Inc., a Miami vendor, for the resale of waste paper in accordance with the general technical specifications and conditions stipulated in the attached City of Miami Bid No. 89-90-069 for an annual period beginning on a date specified by the City Manager and the Director of Solid Waste. BACKGROUND: Section 11 of the recently enacted State Solid Waste Management Legislation Act S.B. 1192 mandates counties and municipalities to establish cooperative recycling programs by July 1, 1989. In order to fulfill this statutory requirement, the Department. of Solid Waste recommends that an interoffice paper recycling program be continued to encourage City employees to participate in the comprehensive recycling service required by the solid waste legislation. The contractor will include the provisions for containers at designiated locations, collection service and monthly payment (based on the fixed price per City Bid No. 89-90-069) for office waste paper generated. The interoffice program incurs no operating costs to the City of Miami and is estimated to generate annual net savings of $42,735 assuming that there will be 100% employee participation and includes avoided disposal costs. More importantly the interoffice paper recycling program will demonstrate the City of Miami's commitment to expand recycling services city-wide thereby complying with the State mandate and contributing towards environmental Preservation.
