HomeMy WebLinkAboutR-90-0285JT 90- 294 4/12/90 RESOLUTION NO.9()0;,N A RESOLUTION, WITH ATTACHMENT(S), RELATING TO THE METROMOVER EXTENSION PROJECT, APPROVING AND RECOMMENDING TO THE BOARD OF COUNTY COMMISSIONERS OF METROPOLITAN DADE COUNTY PROPOSED NAME CHANGES FOR SEVEN (7) METROMOVER STATIONS AS PRESENTED BY THE CITY ADMINISTRATION TO METRO DADE COUNTY ON JANUARY 16, 1990; FURTHER MAKING RECOMMENDATIONS TO METRO DADE COUNTY AGAINST THE POSSIBLE DELETION OF THE PROPOSED RIVERWALK METROMOVER STATION; AND DIRECTING THE CITY CLERK TO TRANSMIT THIS ACTION TO THE METROPOLITAN DADE COUNTY COMMISSION FOR ITS CONSIDERATION AND REQUESTING FAVORABLE ACTION UPON SAID RECOMMENDATION. WHEREAS, the City Commission adopted Resolution No. 83 -543 approving the full funding proposal for implementing the full system of the Downtown People Mover (Metromover), including the Omni and Brickell legs; and WHEREAS, the City of Miami desires to support Metro -Dade County's efforts to implement the Metromover Extension Project; and WHEREAS, Metropolitan Dade County intends to award the Metromover Extensions Contract including, the system signage component no later than August, 1990; and WHEREAS, the City Administration has reviewed the thirty percent (30%) design phase drawings for the Metromover extensions and have made certain recommendations for modifications; and WHEREAS, the City Administration has proposed name changes for seven (7) Metromover stations; and. WHEREAS, the County Manager., Metropolitan Dade County, has requested a resolution from the Miami City Commission formally approving and recommending the proposed name changes for the seven. (7) Metromover Stations by April, 1990; and WHEREAS, the Metro Dade County Administration has indicated that it will recommend the deletion of the Riverwalk Station at CITY C 1M1 ISSI0 V1 tM rk:1 ITEETINC OF, .. .,, :•. , k APR 12 1940 �} x�so�uriory ra��� the Mi.a.mi. River crossing of the Metromover Extension Project If certain design considerations, are not accepted by the U.S. Coast Guard; and WHEREAS, on April 17, 1990, the Metro -Dade County Commission will consider the possible deletion of the proposed Riverwalk Metromover Station at the Miami River crossing; and WHEREAS, if the proposed Riverwalk. Station is eliminated, it would impede the potential development of the Miami River area which has been long recognized by the City as an amenity needed to bring people to the river's edge and make the riverfront a lively activity center for downtown; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves and recommends the following proposed name changes for seven (7) Metromover Stations at no additional cost whatsoever to the City of Miami, as set forth in Attachment "A" hereto, 1. Miami Avenue Station (existing) - located at Miami Avenue and S.E. 1st Street. Rename station to "Flagler Street." 2. Ft. Dallas Park (existing) - located at South Miami Avenue and the I-95 off ramps. Rename station to "Miami Avenue." 3. Riverwalk Station - located at S.W. 4th Street and the Miami River. Rename station to "Ft. Dallas Park." 4. North Brickell Station - located at S.E. 5th Street near South Miami Avenue. Rename to "N,ami River - South," 5. Eight Street Station --• located at S.E. 5th Street near South Miami Avenue. Rename to Tamiami" with subtext to still read "S. E. 8th Street and S. E. 1st Avenue." C. Tenth Street Station - located at S.E. 1st Avenue and S.E. 10 Street. Rename to "Brickell Promenade.." Subtext on station signs to still include street location "S. E. loth Street and S. E. 1st Avenue." 7. Coral Way Station - located at S.E. 14th Street and South Miami Avenue. Rename to "BrickQll Foggia Center." Section 2. The Miramar Station to be located at N.E. 15th Street and N. E. Miami Place should retain its present name. Section 3. The City Commission hereby recommends to Metropolitan Dade County that it not delete the proposed Riverwalk Metromover Station located at the Miami River crossing; further, that Option II, as identified in Metro -Dade -2- County's letter of April 4, 1990, to the U.S. Coast Guard, be implemented, utilizing funds and resources to be provided. by Metropolitan Dade County. Section 4. The City is hereby authorized and directed to transmit this Resolution to the Metropolitan Dade County Board of County Commissioners for its consideration with the Board being hereby requested to take favorable action in accordance with the herein recommendations. Section S. This Resolution shall become effective immediately upon adoption. ODIO n4181 The City of Miami administration 'through its departments Public Works, Planning and Development has reviewed the design phase drawings for the Metromover extensions recommends the following modifications for your consideration; Guideway Line Sections of 30% and piers and pier caps remaid of concern as to size and aesthetic design. Visual impacts of the guideway on NE 2nd Avenue, NE 15th Street, SE 1st Avenue and SE llth and 14th Streets will be significant and will require further detailed study of methods to soften and enhance the guideways visual impact on the public street environment. Protection of piers and accident attenuation armouring needs further, study to improve its appearance. Decorative pavers proposed for sidewalks in mid -station line segments must be maintained by the Metromover system. Freedom Tower Station The palm planting scheme should allow for future direct at - grade connections from adjacent private property to the station entry plaza. The paving pattern utilizing three color forms is distinctive and appealing; we encourage its implementation. The depth of the site is important to assuring adequate space for pedestrian movements and landscaping. As only 4 feet of width exists between piers and the face of curb, it is important that a minimum of 10 feet of clear sidewalk width for a north -south walkway be maintained on the west side of the station. In addition, the palm grove, as designed, is an important amenity for enhancing the pedestrian walkway and statilan site. Park West Station Same comments as above concerning paving, depth of site, and landscaping. The 9th Street intersection must .incorporate the patterns and materials specified for the Park West Mall design as prepared by the City of Miami consultants, W.R.T. Bicentennial Park Station Walkway design connecting Biscayne Boulevard to the station shall incorporate the Burle Marx design plan for Biscayne Boulevard. in conjunction with further analysis of the guideway crossing of I-395, consideration should be given to moving the Station platform east and closer to the waterfront. The escalator should be placed at the east end. Omni -Station Midblock crosswalk to Omni is needed. Busy lane 'exits to Biscayne Boulevard should be combined. In addition, incorporation of NE 14th Terrace into the station/bus transfer site will ease the crowded site design. Additional landscaping to soften extensive paved areas is needed. Do not incorporate private car passenger drop-off into bus lane. Shelters for bus patrons and covered walkway connections to the Metromover station are needed. The standard domed platform roof structure should be used instead of a flat roof, even with joint development considerations. Although remote at this time, Light -rail considerations should anticipate a need for terminal station, possibly along 14th Terrace. , Carlos Bonzon page 3 Riverwalk Station Crosswalk to park should be closer to corner to align, with Ft. Dallas Park entry. additional tall landscaping is needed for screening along park boundary. Rename Station to "Ft. Dallas Park Station" (change existing loop station from "Ft. Dallas Park" to. "Miami Avenue" and the "Miami. Avenue" Station to "Flagler Street." Use the same paver materials as in the park for the pedestrian plaza at the station entrance. Turn electrical substation 90 degrees to a north -south orientation to open view to river from street. i Assure through a written agreement with existing property owner, that when the adjacent parcel to west is developed, the riverwalk will be completed across the metromover easement by the developer. Platform roof should be standard domed design. North Brickell Station Rename to "Miami River Station" or Miami River -South" As above, a written agreement is needed to assure property owner construction of riverwalk. Eighth Street Station Change name to "Tamiami Station"• station sign subtext to still read "8th Street and 1st. Avenue". A sidewalk along the proposed street Connection from 7th to 8th Street will be necessary to allow pedestrian movement. Tenth Street Station Intersection design at lath Street shall incorporate the Brickell Promenade design standards for 10th Street. Change name to "Brickell Promenade" (subtext on station signs will still include street location "10 Street and 1st Avenue"). Extend stairs and faregate south towards filth Street rather than a return north to midblock as shown. llth Street Guideway Line Segement Move pier locations south to preserve existing curb alignment and retain two moving lanes along llth Street. Coral Way Station Change name to "Brickell Avenue" or "Brickell Financial, Center" (Coral Way stops at 1-95 and is not close). Platform canopy to be standdrd domed design. Ist Street Miami, FL 33128-1994 RE: tromaver Extension Project Dear ino: This correspondence is in response to your letter dated March 16, 1990, requesting a Resolution from the City of Miami Commission indicating its suggestions for the names of stations on the Metromover Extension Project. On April 12, 1990, the City Commission adopted the following Resolution: "Resolution No. 90 -285 A RESOLUTION, WITH ATTACHMENT(S), RELATING TO THE METROMOVER EXTENSION PROJECT, APPROVING AND RECOMMENDING TO THE BOARD OF COUNTY COMMISSIONERS OF METROPOLITAN DADE COUNTY, PROPOSED NAME CHANGES FOR SEVEN (7) METROMOVER STATIONS AS PRESENTED BY THE CITY ADMINISTRATION TO METRO DADE COUNTY ON JANUARY 16, 1990; FURTHER MAKING RECOMMENDATIONS TO METRO DADE COUNTY AGAINST THE POSSIBLE DELETION OF THE PROPOSED RIVERWALK METROMOVER STATION; AND DIRECTING THE CITY CLERK TO TRANSMIT THIS ACTION TO THE METROPOLITAN DADE COUNTY COMMISSION FOR ITS CONSIDERATION AND REQUESTING FAVORABLE ACTION UPON SAID RECOMMENDATION." The Resolution, attached, suggests the names of the new stations and also suggests changing the names of two existing stations to eliminate confusion. Also, the Resolution recommends to the Metropolitan Dade County Commission that it not delete the Riverwalk Station; and further recommends that Option II, which describes a bridge structure that spans the entire Miami River, as i'aentified in Metro -Dade County's letter of April 4, 1990, to the U.S. Coast Guard, be implemented, utilizing funds and resources to be provided by Metropolitan Dade County. OD10 City Manager RE: tromaver Extension Project Dearrl-i"no: This correspondence is in response to your letter dated March 16, 1990, requesting a Resolution from the City of Miami Commission indicating its suggestions for the names of stations on the Metromover Extension Project. On April 12, 1990, the City Commission adopted the following Resolution: "Resolution No. 90-285 A RESOLUTION, WITH ATTACHMENT(S), RELATING TO THE METROMOVER EXTENSION PROJECT, APPROVING AND RECOMMENDING TO THE BOARD OF COUNTY COMMISSIONERS OF METROPOLITAN DADE Conn, PROPOSED NAME CHANGES FOR SEVEN (7) METROMOVER STATIONS AS PRESENTED BY THE CITY ADMINISTRATION TO METRO DADE COUNTY ON JANUARY 16, 1990; FURTHER MAKING RECOMMENDATIONS TO METRO DADE COUNTY AGAINST THE POSSIBLE DELETION OF THE PROPOSED RIVERWALK METROMOVER STATION; AND DIRECTING THE CITY CLERK TO TRANSMIT THIS ACTION TO THE METROPOLITAN DADE COUNTY COMMISSION FOR ITS CONSIDERATION AND REQUESTING FAVORABLE ACTION UPON SAID RECOMMENDATION." The Resolution, attached, suggests the names of the new stations and also suggests changing the names of two existing stations to eliminate confusion. Also, the Resolution recommends to the Metropolitan Dade County Commission that it not delete the Riverwalk Station; and further recommends that Option II, which describes a bridge structure that spans the entire Miami River, as iUentified in Metro -Dade County's letter of April 4, 1990, to the U.S. Coast Guard, be implemented, utilizing funds and resources to be provided by Metropolitan Dade County. Miami Avenue (existing) - located at Miami Avenue and S.E. 1st Street. Rename station to "Flagler Street." 2. Ft. Dallas Park (existing) - located at South Miami Avenue and the I-95 off ramps. Rename station to "Miami Avenue Station." 3. Riverwalk - located at S.W. 4th Street and the Miami River. Rename station to "Ft. Dallas Park." 4. North Brickell - located at S.-E. 5th Street near South Miami Avenue. Rename to "Miami Sliver - South." 5. Eight Street - located at S. E. 5th Street near South Miami Avenue. Rename to "Tamiami" with subtext to still read "S.E. 8th Street and S.E. 1st Avenue." 5. Tenth Street Station - located at S. E. 1st Avenue and S.E. 10 Street. Rename to "Brickell Promenade." Avino, P.E., P.L.S., County Manager, transmitted a response to the City Manager requesting a formal resolution by the Miami City Commission to reaffirm the City Administration's suggestions and recommendations and transmit the resolution to the County by April, 1990. (See attachment C) Also, included was a letter dated February 28, 1990, from Mr. William H. Turner, Chairman, Dade County School Board, transmitting the Dade County School Board's unanimous recommendation to rename the proposed Miramar Station to the "Dade Schools Station."
