HomeMy WebLinkAboutR-90-0283.T-90-243 4/12/90 RESOLUTION NO. 90-02483 A RESOLUTION DESIGNATING AS A CATEGORY "B" PROJECT THE ACQUISITION OF PLANNING AND DESIGN SERVICES INCLUDING ENVIRONMENTAL ASSESSMENT STUDIES AND PREPARATION OF CONSTRUCTION DOCUMENTS FOR THE PROPOSED AIR TRANSPORTATION SERVICE FACILITY AT WATSON ISLAND; AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR THE REQUIRED PROFESSIONAL SERVICES; APPOINTING A CERTIFICATION COMMITTEE OF NOT LESS THAN FOUR QUALIFIED PROFESSIONALS FROM THE CITY-S STAFF; AUTHORIZING THE CITY MANAGER TO APPOINT A FIFTH CERTIFICATION COMMITTEE MEMBER WHOSE PROFESSIONAL EXPERTISE IS AVIATION PLANNING SUBSEQUENT TO RECEIPT OF THE. PROPOSALS, AND APPOINTING HERBERT J. BAILEY, ASSISTANT CITY MANAGER, AS CHAIRMAN OF THE COMPETITIVE SELECTION COMMITTEE, ALL IN ACCORDANCE WITH FLORIDA STATUTES SECTION 287.055, AND CITY OF MIAMI ORDINANCE NO. 9572, ADOPTED FEBRUARY 10, 1983, WHICH ORDINANCE ESTABLISHED PROCEDURES FOR CONTRACTING FOR SUCH PROFESSIONAL SERVICES AND ALSO ESTABLISHED NEGOTIATION REQUIREMENTS WITH REGARD TO THE FURNISHING OF SUCH SERVICES. WHEREAS, on February 12, 1989 the Watson Island Master Development Plan was adopted by the Miami City Commission; and WHEREAS, in 1987 the United States Congress passed the Airport and Airway Safety and Capacity Expansion Act of 1987 which provides funds for airport development projects; and WHEREAS, in 1989 the Federal Aviation Administration allocated funds for aviation development on Watson Island for the "Chalk Airport Facility"; and WHEREAS, funds in the amount of $300,000 per year are available to the City of Miami for specific aviation development on Watson Island; and WHEREAS, to receive said funds the City of Miami must seek the professional services of an appropriately qualified and experienced professional, planning and design consulting team; and WHEREAS, the consulting team will assess ttie air transportation needs to provide a complete plan for the design CIS QIAmisQION MEETING OF APR 1((��T,, 1990 (� i0LUi1ClP� NV lJ�' 283 MARKS: and construction of the Air Transportation Service Facil.-1ty at Watson Island including a seaplane base, municipal heliport and air ship base; and WHEREAS, the City Manager recommends that the acquisition of planning and design services including environmental assessment studies and preparation of construction documents for the proposed Air Transportation Service Facility at Watson Island, be designated a Category "B" Project in accordance with the provisions of Ordinance No. 9572, adopted February 10, 1983, which now appears in codified form as City Code Section 18-52.3; and WHEREAS, City Code Section 18.52.3 also requires the establishment of a Certification Committee of not less than three professionals qualified in the fields of endeavor or practices involved in the project, to review the qualifications, performance data and related information provided by those responding to the City's Request for Professional Services; and WHEREAS, in order to enhance the expertise of the Certification Committee it is desirable to appoint an appropriately qualified professional whose expertise is aviation planning as the fourth Certification Committee Member, subsequent to the receipt of the Proposals, to participate in the Certification Committee's required activities; and WHEREAS, the City Manager recommends that Herbert J. Bailey, be appointed as Chairman of the Competitive Selection Committee, in accordance with the provisions of City of Miami Code Section 18.52.3; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. 9 0 ,4 83 -2- Section 2. The acquis.it1on of pl.anni.ngr and design services including environmental assessment studies and preparation of. construction documents for the proposed Air Transportation Service Facility at Watson Island is hereby designated a Category "B" Project, in accordance with the provisions of the City of Miami Code Section 18.52.3, which established procedures for contracting for certain professional services and also established competitive negotiation requirements with regard to the furnishing of such services. Section 3. The City Manager is hereby authorized to advertise for the aforementioned professional services, and to issue a Request for Proposals for Professional Services document related to the procurement of such services, in accordance with the City Code. Section 4. A Certification Committee is hereby appointed consisting of the following City Staff< Allan I. Poms, registered Architect, Member, American Institute of Architects; Ana Gelabert, Landscape Architect, .Tames Kay, registered Engineer, Member, Florida Engineering Society; Clark Turner, Transportation Planner. Section 5. The City Manager is hereby authorized, subsequent to receipt of the responses to the City's Request for Proposals for Professional Services document, to appoint a fifth member to the Certification Committee, whose professional expertise is aviation planning with no vested interest and/or financially remunerative relationship with any of the firms or individuals being considered during the Certification and Selection process. Section 6. Herbert J. Bailey, Assistant City Manager, is hereby appointed as Chairman of the Competitive Selection Committee, in accordance with the provisions of City of Miami Code Section 18.52.3. Section 7. Following its review in accordance with provisions of the City Code, the competitive selection committee —�83 3- u shall report its findings, together with supporting information, to the City Manager and shall file a copy of its findings with the City Clerk. Facility at Watson Island City Manager 1+ ENCLosURESFor City Commission Meeting of April 121990 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution designating as a Category "B" Project the acquisition of planning and design services including environmental assessment studies and preparation of construction documents for the proposed Air Transportation Service Facility at Watson Island; authorizing the City Manager to advertise for the required professional planning and design services; appointing a Certification Committee of not less than three professionals qualified in the fields of endeavor or practice involved in the project from the City's staff; authorizing the City Manager to appoint a fourth Certification Committee Member whose professional expertise is aviation planning subsequent to receipt of the proposals and appointing Herbert J. Bailey, Assistant City Manager, as Chairman of the Competitive Selection Committee, all in accordance with City of Miami Ordinance No. 9572 adopted February 10, 1983, and City of Miami Code Section 18.52.3 which established procedures for contracting for such professional services and also established negotiation requirements with regard to the furnishing of such services. BACKGROUND: The Department of Development recommends the attached resolution designating as a Category "B" project the acquisition of planning and design services for the proposed Air Transportation Service -_ Facility at Watson Island. In 1987 the U.S. Congress passed the Airport and Airway Safety and Capacity Expansion Act of 1987 which provides funds for airport development projects. As a part of the legislation, in 1989 the Federal Aviation Administration allocated funds for aviation development on Watson Island for the project entitled "Chaulk Airport Facility". The funds in the amount of ;300,000 per year are available to the City of Miami for specific aviation development, including a seaplane base, municipal heliport and air ship base, on Watson Island. It is therefore reouested that the attached Resolution be approved in its entirety at the April 12, 1990 Commission Meeting. Attachments: Propc5ed Resolution
