RESOLUTION NO. 90-0271
A RESOLUTION TO THE DADE COUNTY LEGISLATIVE
DELEGATION REQUESTING ITS SUPPORT OF THE
SPATE LEGISLATURE'S FUNDING OF OLD FIRE
HOUSE #2 HISTORIC RESTORATION PROTECT,
DEPARTMENT OF STATE, DIVISION OF HISTORICAL
RESOURCES, PROGRAM COMPONENT NUMBER
0702.00.00.03; DESIGNATING PLANNING AND
DESIGN SERVICES FOR RESTORATION OF OLD FIRE
HOUSE #2 AS A CATEGORY "B" PROJECT,
APPOINTING A CERTIFICATION COMMITTEE OF
THREE (3) MEMBERS AND APPOINTING CHIEF W.
WATERS, CHIEF OF MANAGEMENT SERVICES AS
CHAIRMAN OF THE COMPETITIVE SELECTION
COMMITTEE, IN ACCORDANCE WITH CITY CODE
SECTION 18-52.3, WHICH ESTABLISHES
PROCEDURES FOR CONTRACTING SAID
PROFESSIONAL SERVICES AND ALSO ESTABLISHES
COMPETITIVE NEGOTIATION REQUIREMENTS WITH
REGARD TO THE FURNISHING OF SUCH SERVICE;
AUTHORIZING THE CITY MANAGER TO ADVERTISE
FOR PROFESSIONAL SERVICES AS PART OF A
"DESIGN -BUILT" REQUEST FOR PROPOSAL (RFP)
WITH FUNDING PROVIDED FROM THE DEPARTMENT
OF FIRE, RESCUE AND INSPECTION SERVICES
MIAMI FIRE MUSEUM CAPITAL IMPROVEMENT
PROJECT (N0.313231).
WHEREAS, the City of Miami proposes to restore and
adaptively reuse Old Fire House 12, located at 1401 North Miami
Avenue in the Omni Redevelopment Area, for a Fire Museum and Fire
Prevention Education Facility; and
WHEREAS, the Bureau of Historic Preservation, Division of
Historical Resources, Department of State, administers a grants-
in-aid program for the restoration and rehabilitation of historic
properties, supported primarily by general revenue funding from
the Florida Legislature; and
WHEREAS, as a result of its November public meeting, the
Historic Preservation Advisory Council of the Florida Department
of State prioritized and "ranked" the City's Old Fire House #2
Project "fourth (4th)" of a field of 1211 applicants and
recommended to the Secretary of State that the Project be
forwarded to the Legislature to be considered for funding in the
amount of $322,000; and

EMARKS:
WHEREAS, the City of Miami proposes to restore Old Fire
House #2 utilizing the subject Historic Preservation Grant -In -Aid
for first phase development to include termite control, roofing,
structural_ stabilization, installation of new windows and doors,
restoration of exterior finishes and architectural features, and
installation of fire and intrusion alarm systems; and
WHEREAS, the City will be seeking the professional
services of a qualified and experienced architectural/engineering
consultant to provide professional architectural, historic
restoration and museum design services, as part of a "Design -
Built" Request For Proposal (RFP) for the Project; and
WHEREAS, the City Manager recommends that the planning and
design services for the restoration of Old Fire House #2 are
hereby designated as a Category "B" project in accordance with
the provisions of City Cede Section 18-52.3; and
WHEREAS, a Certification Committee needs to be appointed; and
WHEREAS, the City Manager recommends that Chief W. Waters,
Chief of Management Services, be appointed as the Chairman of the
Competitive Selection Committee in accordance with the provisions
of City Code Section 18-52.3;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The City Manager is hereby directed to request,
by copy forwarded of this Resolution to the Dade County
Legislative Delegation, that it support the State Legislatures's
funding of the City's Old Fire House #2 Historic Restoration
Project.
Section 3. The planning and design services for the
restoration of Old Fire House #2 are hereby designated as a
Category "B" Project, in accordance with the provisions of City
Code Section 18-52.3, which establishes procedures for
contracting for certain professional services and also
establishes competitive negotiation requirements with regard to
the furnishing of such services.
Section 4. The City Commission hereby appoints a
Certification Committee of three (3) members consisting of the
Director of Public Works, the Director of Planning, and the
Director of the Department of Fire, Rescue and Inspection
Services, or their appointed designees.
Section 5. The City Commission hereby appoints Chief W.
Waters, Chief of Management Services, as Chairman of the
Competitive Selection Committee in accordance with the provisions
of City Code Section 18-52.3.

RECOMMENDATION:
It is recommended that a Resolution be passed for the following
action:
- requesting the Dade County Legislative Delegation
place in high priority the State Legislature's funding
of Old Fire House #2 Historic Restoration Project;
- designating planning and design services for
restoration of Old Fire House ;,2 as a Category "B"
Project;
- appointing a Certification Committee of three (3)
members; appointing Chief W. Waters, Chief of
Management services as Chairman of the Committee;
- authorizing the City Manager to advertise for
professional services as part of a "Design -Built"
Request For Proposal (RFP).
BACKGROUND:
The Department of Fire, Rescue and inspection Services has applied
for a Grants -in -Aid to restore and rehabilitate the City's Old Fire
House lit Historic Property. The building was placed on the
National Register of Historic Places January 4, 1989. The
building, located at 1401 north Miami ^,venue in the Omni
Redevelopment Area, will be restored and adaptively reused for a
Fire Museum and Fire Prevention Education Facility.
The Bureau of Historic Preservation, Division of Historical
Resources, Department of State has recommended as part of the
Governor's Budget Proposal that the City's Grant application for
restoration of Old Fire House #2 be considered in two (2) phases
with funding by the State Legislature in the amount of $322,000 for
Phase I. The Total Project Cost is $ 774,000 with a local cost
share of $130,000.

The first phase of the two phase restoration effort would include
costs of preparing restoration -construction documents, termite
control, re -roofing, structural stabilization, installation of
windows and doors, restoration of exterior finishes and
architectural features, and installation of fire and intrusion
alarm systems.
It is appropriate at this time to implement procedures for
competitive selection of professional planning and designservices
including the designation of Old Fire House #2 as a Category "B"
Project, the appointment of a Certification Committee and its'
Chairman, and authorizing the advertisement for professional
services as part of a "Design -Built" Request For Proposal (RFP) for
greater economy of time and construction costs.
Funding to cover costs related to advertisement of professional
services is provided in the Department of Fire, Rescue and
Inspection Services "Miami Fire Museum" Capital Improvement
Project rf 313231.
