"'90770' A RESOLUTION RESCINDING CITY COMMISSION MOTION NO. 89-979, ADOPTED OCTOBER 26, 1989, THEREBY ELIMINATING REQUIREMENT OF PRIOR CITY COMMISSION APPROVAL OF DOWNTOWN DEVELOPMENT AUTHORITY PRINTED MATERIALS. WHEREAS, on October 26, 1989, Motion No. 89-979 was adopted by the City Commission which stated a City Commission policy that . . in the future, the Downtown Development Authority (DDA) shall not release any brochures or marketing without prior approval from the City Commission"; and WHEREAS, this Motion was never formalized by Resolution; and WHEREAS, for scheduling, cost, and quality considerations, the DDA has requested the City Commission to reconsider said policy and formally rescind Motion No. 89-979; and WHEREAS, the DDA Board Marketing Committee will work with the DDA staff to assure that printed materials effectively market Downtown Miami and its attributes in such a professional, attractive manner that all Miamians can be proud of the same; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. City Commission Motion No. 89-979, adopted October 26, 1989, is hereby rescinded, thereby eliminating the requirement of City Commission approval of Downtown Development Authority (DDA) brochures and marketing materials prior to di8tribution of said materials. Cesar Odio REFERENCES City Manager ENCLOSURES Recommendation It is recommended that the commission adopt the attached resolution formally rescinding Motion No. 89-979 that stated the DDA shall not release any brochures or marketing materials without prior commission approval. Background At the October 26, 1989 commission meeting, Motion No. 89-979 was adopted stating the commission policy that, in the future, the Downtown Development Authority shall not release any brochures or marketing materials without prior approval from the City Commission. The DDA has asked that the commission reconsider its policy and rescind Motion No. 89-979. Except for the brochure some commissioners found objectionable in October, there has never been any controversy over DDA marketing materials. The DDA newsletter, calendars, and brochures have consistently won state and national awards for excellence and have been widely used by developers and realtors to market Downtown Miami. The timely and cost effective publication of marketing materials requires working closely with design firms, editors, paper suppliers, and printers and adhering to strict production deadlines. Obtaining commission approval of publications before going to print involves lengthy lead time to get on a commission agenda and the possibility that the item may not be heard as scheduled and is carried over to the next month's meeting delaying publication for at least a month. The required lead time and the potential delays are not compatible with the publication of regularly scheduled newsletters or flyers or brochures publicizing downtown special events or development conferences. DDA has been attempting to cover all or part of its publication costs by getting private sector sponsors. Final text and layout cannot be completed until the sponsors, who receive credits in the publication, have signed on. In most cases, there is hardly time- to finalize the details of the publication before going to print let alone to get on a commission agenda. 90 247 0 N MEMORANDUM Page Two The DDA Board Marketing Committee will work diligently with staff to assure that DDA printed materials effectively market Downtown Miami and its attributes in a professional, attractive manner that all Miamians can be proud of.
