AN EMERGENCY ORDINANCE ESTABLISHING A SPECIAL
REVENUE FUND ENTITLED 111990 BUDWEISER
REGATTA" AND APPROPRIATING FUNDS FOR SAME IN
THE AMOUNT OF $40,000 AS A GRANT FROM
METROPOLITAN DADE COUNTY TOURIST DEVELOPMENT
TAX REVENUES FOR THE PURPOSE OF PROMOTING AND
PRODUCING THE 20TH ANNUAL BUDWEISER UNLIMITED
HYDROPLANE REGATTA TO BE HELD JUNE 1, 2 AND
3, 1990 AT THE MARINE STADIUM; AUTHORIZING
THE CITY MANAGER TO ACCEPT SUCH GRANT AND TO
EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH
METROPOLITAN DADE COUNTY TO IMPLEMENT SAID
GRANT; CONTAINING A REPEALER PROVISION AND
SEVERABILITY CLAUSE.
WHEREAS, the City of Miami was awarded a grant of $40,000
from Metropolitan Dade County Tourist Development Tax Revenues
for the purpose of promoting and producing the 20th Annual
Budweiser Unlimited Hydroplane Regatta to be held June 1, 2 and
3, 1990 at the Marine Stadium;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: 1990 BUDWEISER REGATTA
RESOURCES: Metropolitan Dade County
Tourist Development
Tax Revenues
Grant $40,000
APPROPRIATION: 1990 Budweiser Regatta $40,000
Section 2. The City Manager is hereby authorized to accept
such grant and to execute the necessary documents, in a form
acceptable to the City Attorney, with Metropolitan Dade County to
implement said grant.
Section 3. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 4. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.

Section 5. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety and property of the City of
Miami, and upon the further grounds of the necessity to make the
required and necessary payments to its employees and officers,
payments of its debts, necessary and required purchases of goods
and supplies, and to generally carry on the functions and duties
of municipal affairs.
Section 6. The requirement of reading this Ordinance on two
separate days is hereby dispensed with by an affirmative vote of
not less than four -fifths of the members of the Commission.
Section 7. This Ordinance shall become effective
immediately upon its adoption.

ENCLOSURES.
It is respectfully requested that the City Commission conduct a
discussion of the Budweiser. Unlimited Hydroplane Regatta
scheduled for June 1-3, 1990 at the Miami Marine Stadium.
Your direction is requested on the following issues:
Establish Special Revenue Fund for. $40,000
which is a T.D.C. grant from Metro -Dade
County. Authorize acceptance and execution
of grant.
- Waiver of Fees for services of Police, Fire,
GSA and Solid Waste Departments.
Select the Regatta as a "City Event" for
release of concession rights to City.
Authorize agreement with Volume Services to
operate Regatta concessions.
- Authorize agreement with Anheuser-Busch for
evert sponsorship.
- Establish fees and conditions for hospitality
areas, novelty concessions, promotional
rights, reimbursements for crane services and
prize monies, parking and complementary
tickets.
