HomeMy WebLinkAboutR-90-0320J-90-216 4/26/90 RESOLUTION NO. 90m-0320 A RESOLUTION DECLARING THAT THE MOST ADVANTAGEOUS METHOD TO DEVELOP CERTAIN IMPROVEMENTS ON CERTAIN CITY -OWNED LAND IS BY A UNIFIED DEVELOPMENT PROJECT (UDP); AUTHORIZING THE CITY MANAGER TO PREPARE A DRAFT REQUEST FOR PROPOSALS (RFP) FOR A UDP; SCHEDULING A PUBLIC HEARING FOR JULY 12, 1990, AT 11:00 A.M. TO TAKE TESTIMONY REGARDING SAID RFP FOR DEVELOPMENT OF MAUSOLEUM USE ON APPROXIMATELY .85 ACRES OF CITY -OWNED PROPERTY LOCATED BETWEEN NORTH MIAMI AVENUE AND NORTHEAST 2ND AVENUE ON NORTHEAST 19TH STREET, AS MORE PARTICULARLY DESCRIBED HEREIN, WHICH RFP SHALL INCLUDE PROVISIONS FOR MAINTENANCE AND IMPROVEMENT OF THE ADJACENT CITY OF MIAMI CEMETERY, AND AT THE CONCLUSION OF THE PUBLIC HEARING AUTHORIZE THE ISSUANCE OF AN RFP, SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM AND APPOINT MEMBERS OF A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT THEREON TO THE CITY MANAGER, AS REQUIRED BY THE CITY CHARTER AND CODE. WHEREAS, the City of Miami Charter Section 29-A(c) allows for "Unified Development Projects" where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, the City Commission determines that for the development of 0.85 acres of City -owned property located between North Miami Avenue and Northeast 2nd Avenue on Northeast 19th Street, adjacent to the City of Miami Cemetery, it is most advantageous for the City to procure from a private source one or more of the following integrated packages: - Planning and design, construction and leasing; or - Planning and design, leasing and management; or - Planning and design, construction and management; or - Planning and design, construction, leasing and management; and WHEREAS, Section 29-A(c) of the City Charter requires that the City Commission hold a Public Hearing to consider the contents of the Request for Proposals (RFP); and WHEREAS, Section 29-A(c) further authorizes, at the conclusion of the Public Hearing, if the City REPEALED PJMMED RESCINDED BY CITY coMMTSS10N MEETING OF APR 26 1990 ESOLUDON -A. disposed to proceed, issviance of an RF'P, selection of I certified public accounting firm, and appointment of members to a review committee from Persons recommended by the City Manager; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. It is hereby declared that the most advantageous method to develop certain improvements on certain City -owned land is by a Unified Development Project (UDP). Section 2. It Is most advantageous for the development of an approximate 0.85 acre City -owned parcel located between North Miami Avenue and Northeast 2nd Avenue on Northeast 19th Street in Miami, Florida, more particularly described as that portion of the ELM- S 1/2 of the N 1/2 of the Northeast 1/4 of the Northeast 1/4 of Section 36, Township 53 south Range 41 east, that the City procure from a private person an integrated package that includes planning and design, construction, leasing and management. Section 3. A Public Hearing is hereby scheduled for July 12, 1990, at 11:00 A.M. to consider the contents of a Request f o r Proposals (RFP) for the above development of mausoleum use, which RFP shall include provision for maintenance and improvement of the adjacent City of Miami Cemetery. Section 4. As required by the City Charter and Code, the City Commission if disposed to proceed shall, at the conclusion of the Public Hearing, authorize the issuance of a RFP for said UDP, select a certified public accounting firm and appoint members to a review committee to evaluate proposals and render a written report thereon to the City Manager. Odi �J' City Manager RECOMMENDATION DATE APR 61990 FILE suBJECT Resolution Declaring UDP For Land Adjacent To The City of Miami Cemetery REFERENCES For Commission Meeting ENCLOSURES of April 12, 1990 It is respectfully recommended that the City Commission adopt the attached Resolution declaring that the most advantageous method to develop certain improvements on the City -owned property located between North Miami Avenue and N.E. 2nd Avenue on N.E. 19th Street adjacent to the City of Miami Cemetery (see attached site map), is by a Unified Development Project (UDP) and further authorizing the City Manager to prepare a draft .Request for Proposals (RFP) for a UDP; schedule a Public Hearing for July 12, 1990 at 11:00 a.m. to take testimony regarding said UDP/RFP for development of mausoleum use including maintenance and improvement of the adjacent City of Miami. Cemetery; and at the conclusion of the Public Hearing authorize the issuance of the RFP; select a certified public accounting firm and appoint members of a review committee to evaluate the proposals and report findings to the City Manager as required by the City Charter and Code. BACKGROUND On September 8, 1988, the City Commission directed the administration to seek development options for the City Cemetery site. The Department of Development is recommending the unified development of a mausoleum, on City -owned property located between North Miami Avenue and N.E. 2nd Avenue on N.E. 19th Street adjacent to the City of Miami Cemetery. It is recommended that the Request for Proposals seek the maintenance and improvement requirements of the City of Miami Cemetery as a condition for responding to the RFP. The City of Miami Charter Section 29-A(c) and City of Miami Code Section 18.52.9 allows for Unified Development Projects (UDP) where an interest in real property is owned or to be acquired by the City and is to be used for development of improvements. It is most advantageous for the City to procure from a private person an integrated package that includes planning and design, construction, leasing and management of 0.85 acres of City -owned property located adjacent to the City of Miami Cemetery for development of mausoleum use. 90-0320. 11 11 Page 2 In accordance with the City Commission directive it is proposed that the City —owned property located between North Miami Avenue and N.E. 2nd Avenue on N.E. 19th Street, adjacent to the City of Miami Cemetery be declared a Unified Development Project as required by the City Charter and Code. It is requested that the attached Resolution be adopted further authorizing the preparation of a draft Request for Proposals for said project and setting a Public Hearing for July 12, 1990 at 11:00 a.m. regarding the draft RFP.
