BACKGROUND This amendment qualifies as a "small scale
amendment" and if approved could be immediately
transmitted to the Florida Department of
Community Affairs.
ANALYSIS This 0.13 acre site is located on the north side
of Sth Street between S.W. 22nd and 21st Ave.
in an area designated "Residential --Medium
Density Multifamily" according to the MCNP
Future Land Use Plan Map. This category permits
multifamily structures up to low-rise apartment
structures. Lower density residential structures
are also permitted within this land use
designation. Permissible uses in this land use
designation include accessary comaercial and
office activities in the same building that are
intended to serve the retailing and -,..personal
services needs of the immediate surrounding
neighborhood. Examples of such commercial
activities would include the neighborhood

laundry and dry cleaning shop, neighborhood
restaurant, and other small scale personal or
professional service businesses.
The proposed change would extend the
commercially designated area along S.W. 22nd
Avenue further east into a residential area.
Such a change would not be consistent with
either the existing land use patterns in the
area or the future land use pattern as depicted
on Future Land Use Plan Map. The restricted
commercial land use accommodates commercial
activities that generally serve the daily
retailing and service needs of the public. This
land use is restricted to areas directly served
by arterial or collector roadways, or directly
accessible via Metrorail. The subject parcel
does not meet this criteria.
The possibility of more intense commercial uses
intruding into the existing residential
neighborhood is contrary to the goals,
objectives and policies established in the MCNP
which require the City to: protect all areas
from encroachment of incompatibles land uses;
protect and enhance the general appearance and
character of the City's neighborhoods and;
control commercial land development which
negatively impacts residential neighborhoods.
At the present time, the commmmerciai area along
S.W. 22nd Ave. has sufficient development
capacity to accommodate commercial expansion.
The "Analysis of Proposed Comprehensive Plan
Amendment" (attached) and the "Concurrency
Management Analysis" (attached), provides
further evidence that this proposed amendment
would have a negative impact on the surrounding
residential neighborhoods as well as being
contrary to the policies of the MCNP, and
inconsistent with the existing land use patterns
in the area. The proposed amendment meets
adopted level of service standards and
concurrency requirements.
PLANNING ADVISORY BOARD At its meeting of March 7, 1990, the
Planning Advisory Board adopted Resolution
PAB 10-90 by an 8-1 vote, recommending
approval of the above.
Two OPPONENTS were present at the

concerning the changes in Zoning requested by our. neighbor.
We feel that our neighborhood is dense enough as it is, that we do not need
any more business attracting the wrong kind of people at all hours of day
and night.
