A RESOLUTION CONCERNING THE OLD SAN
JUAN/WYNWOOD FESTIVAL TO BE CONDUCTED BY THE
OLD SAN JUAN FESTIVAL CORPORATION ON JULY 29,
1990, PROVIDING FOR THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC,
ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE
ISSUANCE, OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES; AUTHORIZING A ONE --DAY PERMIT TO
SELL BEER AND WINE IN CONNECTION WITH SAID
EVENT SUBJECT TO THE ISSUANCE OF ALL PERMITS
REQUIRED BY LAW; FURTHER ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; FURTHER AUTHORIZING THE
WAIVER OF THOSE FEES WHICH ARE SUBJECT TO
WAIVER BY CITY CODE PROVISIONS IN SUPPORT OF
SAID EVENT; CONDITIONED UPON THE REQUIREMENT
THAT THE CITY WILL BE INSURED AGAINST ANY
POTENTIAL LIABILITY AND UPON THE ORGANIZERS
PAYING FOR THE NECESSARY COSTS OF CITY
SERVICES ASSOCIATED WITH SAID EVENT, WITH THE
EXCEPTION OF FIRE DEPARTMENT ADMINISTRATIVE
COSTS OF $90.U0.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Old San
Juan/Wynwood Festival to be conducted by the Old San Juan
Festival Corporation, the following streets are hereby closed to
through vehicular traffic from 7:00 A.M. to 9:00 P.M. on July 29,
1990, as specified below:
Northwest Fifth Avenue from Northwest Twenty-ninth Street to
Northwest Thirty -sic Street.
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which intersect
the enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and the issuance of permits by the Departments of Police
and Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said

arterials and upon the fauorahl.e exerci_sn of the Ci.ty Manager's
judgement predicated upon allfactors set forth herein.
Section 3. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
. Code Section 54-12.1, the request of the organizer's to sell beer
and wine for a one -day pQriod in connection with the Wynwood
Ron
Festival is hereby granted subject to the issuance of all permits
required by law.
Section 4. Pursuant to the provisions of City Code Section
39-13, all retail peddlers' occupational licenses issued under
the provisions of Chapter 31 of the City code, as amended, will
not be valid on the above designated streets and on all
intersecting streets for two blocks in all directions as
specified in Section 1.
Section 5. Fees for equipment needed for the Old San Juan
Festival and not otherwise being used by the City are hereby
waived.
Section b. Fees for linear footage of streets used in the
Old San Juan Festival are hereby waived.
Section 7. The above waivers are hereby subject to and
conditioned upon the sponsor's compliance with any and all
limitations and requirements as may be prescribed by the
administration of the City of Miami.
Section B. The herein authorizations are hereby conditioned
upon the requirement that the City will be insured against any
potential liability and upon the organizers paying for the
necessary costs of City services associated with said event, with
the exception of Fire Department administrative costs of $90.00.
Section 9. This Resolution shall become effective
immediately upon its adoption.

Dear Mayor Suarez:
Old San Juan Festival Corporation is a corporation with the
purpose of developing activities in our community Which
promotes cultural and economic development of the area. This
corporation is composed of various community leaders and
representatives of Puerto Rican agencies and organizations.
During last year, this committee developed the Wynwood
Festival '89, under the Wynwood Community Economic
Development Corporation. It took place on Sunday, July 16,
1989 (See brochure and other enclosures). It was a street
festival with booths with typical foods from various
countries, with live music from well known singers and salsa
orchestras, and with different events such as domino
tournament, cooking contest, raffle all day, etc.
This year we are in the process of developing the Old San
Juan/Wynwood Festival '90 with even more enthusiasm and we
need your cooperation for its success. This event will take
place on Sunday, July 29, 1990.
At this time, we are requesting permission for street
closing, restriction of peddlers, and permission to sell
beer. we would like to request that the City of Miami cover
the Department costs for police security, fire safety,
cleaning of streets and Parks and Recreation expenses.
This event will provide much needed economic thrust for this
needy area and will provide the opportunity for cultural
exchange among different cultures living in Miami in addition
to 'the exposure that it will generate to both, the City of
Miami and the Wynwood area.
By this means we would like to request
1990 agenda as a personal appearance.
