A RESOLUTION CONCERNING THE 1990 FLORIDA
STATE CRITERIUM BICYCLE CHAMPIONSHIPS TO BE
CONDUCTED BY MIAMI HEATWAVE BICYCLE; CLUB Ole?
JUNE 3, 1990 PROVIDING FOR THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY
THE DEPARTMENTS OF POLICE AND FIRE, RESCUE
AND INSPECTION SERVICES AND THE REQUIREMENT
THAT THE CITY BE INSURED AGAINST ANY
POTENTIAL LIABILITY; CONDITIONED UPON THE
ORGANIZERS PAYING FOR THE NECESSARY COST OF
CITY SERVICES ASSOCIATED WITH SAID EVENT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage during the
1990 Florida State Criterium Bicycle Championships to be
conducted by the Miami Heatwave Bicycle Club, the following
streets are hereby closed to through vehicular traffic from 7:001
A.M. to 5:00 P.M. on June 3, 1990 as specified below:.
Northwest Sixth Street from North Miami Avenue to Northwest
First Avenue.
North Miami Avenue from Northwest Third Street to Northwest

Included in the herein closure are all streets, avenues,

alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.

Section 2. Such closing of streets is subject to State
Y P approval and the issuance of permits b the Departments of Police
and Fire, Rescue and Inspection Services. Said permit from the

Department of Police is to be issued upon full approval of the
Cief of Police after giving all due consideration to the safety

and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through. said

arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. The herein authorization is hereby conditioned
upon the organizers obtaining insurance requirements as mandated
by the City of Miami and paying for all costs of City services
associated with said event.
Section 4. This Resolution shall become effective
immediately upon its adoption.

Please schedule representatives from the Miami Heatwave Bicycle Club
to be heard at the May 24, 1990 City Commission Meeting.
These representatives want to discuss street closures regarding the
Florida State Championship Bicycle Race that is scheduled to be held
in Miami on June 3, 1990.

From: Miami Heatweve Bicycle Club
Ref = Holding of the Florida State Championship bicycle race in
Miami on June 3rd, 1990.
We have been given the opportunity, by the United States Cycling
Federation, to stage. the. 1990 Florida State Criterium
Championships. IV& would like to hold this annual event in downtown
.Miami, this year. We have over 1,000 licensed U.S.C.F. riders in
the state of Florida, and expect a large turnout for this event..
This event. is staged by the United States Cycling Federation,
which is a non-profitorganizat.ion,tax number 23-72866?.
The course we are proposing to use. is N. Miami Ave., bounded on
the North by NW 6t.h Street., on the South by NW 3rd Street and NW
1st. Ave.
we would need police protection for traffic control. We have been
advised the police department that it would be necessary to have
one sargeant and nine police officers at a cost of $1500.00 to
$2000.00
We would like to ask the Commissioner's permission to block those
streets from ? AM to 5 PM for the purpose of holding the races.
Additionally, we are seeking a waiver of the customary fees that.
are imposed during such events, including the cost of traffic:
control.
We expect cyclists from all over the state of Florida to attend
this prestigious event and they will all be. staying at local
hotels in downtown Miami.
