ON JULY 21 AND 22, 1990, PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; FURTHER PROVIDING THAT SUCH CLOSURES AND PROHIBITIONS SHALL BE APPLICABLE FOR SUBSEQUENT MOTORCYCLE GRAND PRIX EVENTS HELD THROUGH THE YEAR 2000; SUBJECT TO AND CONTINGENT UPON THE SPONSOR'S COMPLIANCE WITH SUCH CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY OF MIAMI, INCLUDING ASSURANCES THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY. WHEREAS, Miami Motorsports, Inc. will conduct the 1990 Motorcycle Grand Prix of Miami on July 21 and 22, 1990; and WHEREAS, certain streets shall be closed to public vehicular traffic and vending restrictions shall apply during specified dates and hours to permit the conduct of the event and to insure the safety of the participants and attendees; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to Effectuate safe passage and establish a temporary pedestrian mall during the 1990 motorcycle Grand Prix of Miami, presented by Miami Motorsports, Inc., the following streets are hereby closed to through vehicular traffic as specified below: a. All streets, roads and thoroughfares east of Northeast Second Avenue from Northeast 14th Street to Northeast 6th Street beginning at 6:00 P.M. on July 20, 1990, the Friday preceding the race, and terminating at 7:00 A.M. Biscayne Boulevard from Northeast 14th Street to Northeast 6th Street beginning at 6:00 P.M. on July 20, 1990 preceding the race, and terminating at 7:00 A.M. July 23, 1990, the Monday following the race. C. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police, Public Works, and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein Section 3. Pursuant to the provision of City Code Section 39-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid between 6:00 A.M. and 7:00 P.M. on the official event days, July 21 and 22, 1990, on all streets, roads and thoroughfares contained within the area defined herein: On the north by Northeast 16th Street; On the south by Northeast 4th Street; On the west by Northeast 1st Avenue; and On the East by the easterly corporate limits. Section 4. The herein authorizaticns shall be enforced for the above time periods and for similar periods as necessary for subsequent Motorcycle Grand Prix events held by Miami Motorsports, Inc. through Year 2000. Section 5. The aforementioned authorizations are hereby subject to and contingent upon the sponsor's compliance with any and all conditions and limitations as may be prescribed by the -2- 90- 369 FA Administration of. the City of Miami, including assurances that the City will be insured against any potential liability. Od 1 O REFERENCES City Manager Commission Agenda Item - ENCLOSURES May 2 4, 19 9 0 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution concerning the 1990 Motorcycle Grand Prix of Miami to be conducted by Miami Motorsports, Inc. on July 21 and 22, 1990, providing for the closure of designated streets to through vehicular traffic and establishing a pedestrian mall. It is further requested that such closures be applicable for subsequent Motorcycle Grand Prix events held through the year 2000. BACKGROUND: Miami Motorsports, Inc. will conduct the 1990 Motorcycle Grand Prix of Miami on July 21 and 22, 1990. This resolution would provide for the closure of certain streets to vehicular traffic and provide for restrictions on vending during the event. This authorization is subject to and contingent upon the sponsor's compliance with such conditions and limitations as may be prescribed by the City of Miami, including assurances that the City will be insured against any potential liability. 90- 369 C A_3� 'l
