RESOLUTION NO. 90-- 3 ` 7.1
A RESOLUTION CONCERNING THE 1990 MIAMI/BAHAMAS
GOOMBAY FESTIVAL TO BE HELD JUNE 1, 2 AND 3,
1990, PROVIDING FOR THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC-
ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE
ISSUANCE OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES; AUTHORIZING A TWO-DAY PERMIT TO
SELL BEER AND WINE IN CONNECTION WITH SAID
EVENT SUBJECT TO THE ISSUANCE OF ALL PERMITS
REQUIRED BY LAW; FURTHER ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; CONDITIONED UPON THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES ASSOCIATED WITH SAID EVENT
BEYOND THE COSTS ALLOCATED BY RESOLUTION
NO.89-921,ADOPTED OCTOBER 12., 1989.
WHEREAS, the 1990 Miami/Bahamas Goombay Festival Committee
will conduct the Miami/Bahamas Goombay Festival to be held on
June 1, 2 and 3, 1990 in Coconut Grove with a kickoff ceremony
the evening of June lst in Peacock Park; and
WHEREAS, certain streets must be closed to through
vehicular traffic, establishing a pedestrian mall and an area
restricting retail peddlers on June 2 and 3, 1990 during
specified hours to ensure the safety of participants and
attendees; and
WHEREAS, the organizers of the event have requested
permission to sell beer and wine for a two-day period during the
specified hours of the event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the 1990

Miami/Bahamas Goombay Festival, the following streets are hereby

on June 2 and 3, 1990 as specifie<l below:
Grand Avenue from Douglas Road to Matilda Street =-
Commodore Plaza from Grand Avenue to Main Highway _
included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fore, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon the full approval of
the Chief of Police after giving all due consideration to the
safety and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgment predicated upon all factors set forth herein.
Section 3. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Pivision of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of the Miami/Bahamas Goombay Festival
to sell beer and wine for a two-day period in connection with the
1990 Miami/Bahamas Goombay Festival to be held June 2 and 3,
1990, is hereby granted subject to the issuance of all permits
required by law.
Section 4. Pursuant to the provision of City Code Section
- 39-13, all retail
peddlers'
occupational
licenses
issued
under
the provisions of
Chapter 31
of the City
Code, as
amended,
will
not be valid on June 2 and 3, 1990, during the hours of 6:00 A.M.
to 9:00 P.M. on the above designated streets and on all
intersecting streets for two blocks in all directions.
Section 5. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the
City of Miami and pay -'rig for all necessary costs of City Services

beyond the cost allocated by Resolution No. P9- 9?..I. r adoptrl

Sect. -Lon 6. This Resolution shall become effect:lve
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
attached resolution concerning the 1990 Goombay Festival to be
conducted by the Miami/Bahamas Goon(bay Festival Committee on June 1,
2 and 3, 1990 approving the use of designated streets to through
vehicular traffic, the restriction of retail peddlers and a two-day
permit to sell beer and wine.
BACKGROUND:
The Department of Community Development has prepared the appropriate
legislation to approve the use of certa.n streets and thoroughfares
during the 1990 Goombay Festival to be conducted by Miami/Bahamas
Goombay Festival Commmittee on June 2 and 3, 1990 between the hours of
6:00 A.M. to 9:00 P.M.
This resolution also authorizes a two-day permit to sell beer and
wine, as well as the establishment of an area prohibited to retail
peddlers during the period of the event.
The authorization is subject to the organizers paying for all costs
of City services beyond those allocated by Resolution No. 89-921 of
October 12, 1990 and the requirement that the City be insured against
any potential liability.
