A RESOLUTION DESIGNATING THE LAND SURVEYING SERVICES FOR CITY OF MIAMI PROJECT - 1991 AND 1992 AS A CATEGORY "B" PROJECT; APPOINTING A CERTIFICATION COMMITTEE OF NOT LESS THAN THREE ( 3 ) QUALIFIED PROFESSIONALS; APPROVING THE CITY MANAGER'S APPOINTMENT OF A COMPETITIVE SELECTION COMMITTEE OF NOT LESS THAN SIX (6) MEMBERS; AND APPOINTING GENE PELAEZ, P.E., A MEMBER OF THE NATIONAL SOCIETY OF PROFESSIONAL ENGINEERS (NSPE), DEPARTMENT OF PUBLIC WORKS, AS CHAIRPERSON OF THE COMPETITIVE SELECTION COMMITTEE. WHEREAS, a substantial number of City of Miami projects are scheduled for the immediate future; and WHEREAS, the planning, design and construction of said projects will require land surveying services; and WHEREAS, the City of Miami Public Works Department is insufficiently staffed to accomplish all land survey work necessary for said projects; and WHEREAS, the one year term and two (2) extensions of the five private surveyors .now under contract with the City will expire at the end of the year; and WHEREAS, upon expiration of said existing agreements it will be necessary to again engage land survey firms to further render professional and technical services; and WHEREAS, the cost of land survey services will be paid from the project expenses allocated for each individual project; and WHEREAS, the City Manager recommends that the Land Surveying Services for City of Miami projects - 1991 and 1992 be designated a Category "B" Project, and WHEREAS, Ordinance No. 9572 requires the establishment of a Certification Committee of not less than three (3) professionals, qualified in the fields of endeavor or practices involved, to review the qualifications, performance data and related information provided by those responding to the City's Request for Professional services; and CITY COIAMI5SIOI� MEETING OF MAY '4 1990 96- 365 WHEREAS, Ordinance No. 9572 also requires the City Manager to appoint a Competitive Selection Committee comprised of a minimum of six (6) members from the following departments and sectors: (A) One from the Department in charge of the Project. (B) One from each of a maximum of three departments identified as principal, users of the project. (C) The Supervisor of the Inspection Division of the Building and Zoning Department or his designee. (D) The Director: of Finance or his designee. (E) The City Manager or his designee. (F) One or more professionals in the field of practice involved; and WHEREAS, recommendations made by the Competitive Selection Committee are to be submitted to the City Commission for approval, and prior to the execution of and► contract, the City Commission shall instruct the City Manager to commence negotiations based on the Commission's approval of the rank order of proposed Consultants; and WHEREAS, the City Manager recommends that Gene Pelaez, P.E., NSPE, Department of Public Works, be appointed Chairperson of The Competitive Selection Committee in accordance with the provisions of said Ordinance; and WHEREAS, in accordance with the provisions of Ordinance No. 9572, adopted February 10, 1983, and the provisions of Section 18.52.3 of the City Code, as amended, which legislation established procedures for procuring certain professional services an also established competitive negotiation requirements with regard to the furnishing of such services. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Land Surveying Services for City of Miami projects - 1991 and 1992 is hereby designated as a Category "B" Project. Section 3. The City Commission hereby appoints as the Certification Committee for this project: Frank Makowski, P.L.S. of Makowski and Rice, Inc., and Robert Barbanera, P.L.S., of the City of Miami, a member of the National Society of Professional Surveyors (NSPS) and Gene Pelaez, P.E., of the City of Miami, a member of the National Society of Professional Engineers (NSPE), as professional qualified members of the Surveying and Engineering Professions. Section 4. Gene Pelaez, P.E., NSPE, Department of Public Works, is hereby appointed as Chairperson of the Competitive Selection Committee. Section 5. Odio C i ty Manager ENCLOSURES RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution designating the Land Surveying Services for City of Miami Projects - 1991 and 1992 as a Category "B" Project; appointing a certification committee of not less than three (3) qualified professionals; approving the City Manager's appointment of a Competitive Selection Committee of not less: than six (6) members and appointing Gene Pelaez, P.E. (NSPE) of the Public Works Department as Chairperson of the Competitive Selection Committee. BACKGROUND: The Department of Public Works has determined that it is now in order to select land survey firms to perform professional services for the City for the 1991 and 1992 calendar years. Numerous projects and improvements are anticipated throughout the City in 1991 and 1992. The Public Works Department is insufficiently staffed to accomplish all the survey work necessary to accommodate these projects. The existing agreements with five survey firms now in contract with the City will expire approximately at the first of the year. It is now appropriate, therefore, to prepare for the selection of Land Survey firms to further render the necessary professional and technical services once the agreements have ended. ZZ C A.)3 / 90- 305 V In accordance with ordinance No. 0572 adopted February 11), 1983 the proposed resolution will designate Land Surveying Services for City of Miami Projects - 1991 and 1992 as a Category "8" project, select a City staff of three qualified professionals to the Certification Committee, approve the City Manager's appointment of a Competitive Selection Committee of not less than six members and appoint Gene Pelaez, P.E. (NSPE) of the Public Works Department as Chairperson of the Competitive Selection Committee. Ordinance No. 9572 provides further that there be recommendations made by the Competitive Selection Committee to the City Commission for approval: thereafter, and prior to the execution of any contract, the City Commission shall instruct the City Manager to commence negotiations based on the Commission's approval of the rank order of proposed Consultants.
