RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
SUPPORTING THE CONCEPT OF A 1996
INTERNATIONAL EXPOSITION IN DOWNTOWN MIAMI TO
CELEBRATE THE CENTENNIAL OF THE CITY OF
MIAMI; ENCOURAGING A FEASIBILITY STUDY; AND
EXPRESSING THE POSSIBILITY OF PUBLIC LAND(S)
BEING AVAILABLE FOR THE DEVELOPMENT OF SUCH
INTERNATIONAL EXPOSITION.
WHEREAS, the City of Miami, Florida, will celebrate its
Centennial in 1996; and
WHEREAS, the concept of an International Exposition to
celebrate the Centennial of the City of Miami would showcase the
growing potential of the City as a "New World Center"; and
WHEREAS, Downtown Miami offers a variety of Capital
Improvements, Public Attractions and Infrastructure that could
support an International Exposition; and
WHEREAS, Downtown Miami has sufficient public and private
land available to accommodate the development of an International
Exposition; and
WHEREAS, the City of Miami Commission adopted Resolution No.
88-685 on
duly 21, 1988,
declaring
the City
of Miami's
recognition
and endorsement of
the "World's
Fair for
Miami 1996"
concept;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Commission hereby supports the concept
of a 1996 International Exposition in Downtown Miami to celebrate
the Centennial of the City of Miami.
Section 2. The planning and determination of the
feasibility of such an International Exposition is hereby
encouraged.

Section 3. The City Commission of Miami, Florida. would
consider making available public land(s) for the development of
an International Exposition.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission approve the
attached resolution supporting the concept of a 1996 International
Exposition in Downtown Miami.
Background
In 1996, the City of Miami will celebrate its Centennial. Of all the
many possible events that could be scheduled to commemorate this
event, an International Exposition would focus on Miami and showcase
its growing potential as a "New World Center".
Public investment in Downtown Miami, existing and proposed, is
transforming the CBD into one of the major Metropolitan Areas of the
country. The existing Metrorail/Metromover Systems and their
extensions increases the accessibility of Downtown to all residents
of the South Florida Region. The Arena, redevelopment of Bayfront
Park, plans for public attractions on the Bicentennial Park/F.E.C.
Waterfront, plans for Watson Island, the proposed Performing Arts
Complex, expansion of the Seaport, development of the Southeast
Overt.own/Park West Area, expansion of Miami Dade Community College
and the New World School of the Arts and a Dupont Plaza Exhibition
Center are representative of the Capital Projects which are
transforming the Downtown and creating an environment that has the
potential to attract millions of visitors.
The existence of public and private land in sufficient amounts to
accommodate a number of exhibition centers and attractions within the
Downtown, is an added advantage for the development of a truly
unique, diverse and successful International Exposition.
The feasibility of such an endeavor and the ability to attract
private sponsors has yet to be determined. The development of a
World Exposition and the staging of a year long event celebrating
Miami's first 100 years is an opportunity which should be pursued.

DECLARING THE CITY OF MIAMI'S RECOGNITION AND
ENDORSEMENT OF THE "WOR.LD'S FAIR FOR MIAMI
1090" CONCEPT WHICH HAS BEEN PROPOSED BY
MIAMI RESEARCH INSTITUTE AS A UNIgUE AND
LASTING CULTURAL AND EDUCATIONAL EXPOSITION
REFLECTING MIAMI'S FIRST CENTURY.
WHEREAS, the City of Miami desires to be identified as the
looation for a ma,or Western Heraisphere exposition; and
WHEREAS, it is in the best interest of the Greater Miami
community to be designated by the Bureau of International.
Exposition as a site for a registered universal category World's
Fair in 1990; and
WHEREAS, the City's endorsement will benefit private eeotor
interests in obtaining World's Fair designation;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
8eotion 1. The City of Miami hereby reoognizes and
endorses the "World's Fair for Miami 1996" concept, whioh, has
been proposed by Miami Re:se3aroh Institute as a unique and lasting
oultural and educational exposition reflecting Miami's First
Century.

MIAMI CENTENNIAL, EXPOSITION 1996
The development of a International Exposition to celebrate the
Centennial of the City of Miami is an idea that deserves
consideration. A number of potential sites presently exist along
the Bayfror.t/Riverfront which when combined, have the possibility
of supporting a considerable amount of exposition space.
Development of each part of the whole could assume a unique
character or theme with all parts interconnected by means of
water transportation, light rail or the extension of the Downtown
Metromover. The possibility of a future; high speed rail system
with a downtown terminal will significantly increase Miami's
accessibility from other major metropolitan areas of the state to
the proposed Exhibition site.

A transportation link to the port would link the port to other
sites and also provide a permanent link for cruise passengers and
visitors between the port and downtown in the future. An
additional link to Watson Island could tie it to other potential
sites and if extended, make the Exposition accessible to
residents and visitors on Miami Beach. This line would provide a
permanent connection between Miami and Miami Beach of
considerable positive impact on the future transportation needs
of the entire region.
With a focus on Biscayne Bay, the proposed Exposition could be
composed of more than one site and connected by a variety of
water based transportation systems; water taxis and the like.
Water transportation accessibility between the Exposition sites
and other municipalities throughout the region could be planned
_ with the development of new and usage of existing remote parking
facilities. This would reduce the possibility of vehicular
congestion in and around downtown and the need for development of
additional parking facilities within downtown to serve the needs
of Exposition patrons.
The prospect of a Downtown Exposition in 1996 is a once in a
lifetime opportunity to show off Downtown Miami to the world on
its 100th. Birthday. The following publicly and privately owned
sites have the best potential as locations for the Exposition.
No one site is sufficient in area but by combing two or more and
coordinating their development, an exciting venue for the
Exposition can be created.

SITE SIZE-50 ACRES
An approved Master Plan for this site calls for the development
of public attractions. Utilization of the site for a 1996
Exposition would be compatible with future use. Permanent
structures could be developed along the Bayfront and the deep
water slip for future reuse according to the Master Plan. The
balance of the site could be developed with temporary pavilions
that would be removed after the closing of the Exposition.

WATSON ISLAND
SITE SIZE-86 ACRES
The Master Plan for thin site emphasizes open space with minimal
development. With the exception of a permanent structure at the
location of the proposed hotel, all other exposition development
could be temporary pavilions that would be removed after the
Exposition.
SITE A3
PORT OF MIAMI
SITE SIZE-50 ACRES
The interior area of the port provides potential sites for
temporary and/or permanent structures. If compatible with the
expansion needs of the cruise industry and the operation of the
port, exposition pavilion development could be undertaken in a
variety of forms.

BAYFRONT PARK
SITE SIZE-20 ACRES
The only portion of the park left to be developed according to
the Noguchi Plan is the south end. Exposition development could
be patterned after the master plan and the existing park
facilities and open space utilized for temporary structures that
would be removed after the Exposition.

SOUTHEAST OVERTOWN/PARK WEST
SITE SIZE-20 ACRES
There is some potential for Exposition development within the
redevelopment area. Temporary and/or permanent pavilion
development along the proposed Ninth Street Mall and extending to
the blocks to the north and south could be connected with
Exposition facilities located on the other side of Biscayne
Boulevard within the Bicentennial Park/F.E.C. Site.
SITE B2
CLAUGHTON ISLAND
SITE SIZE-15 ACRES
This site at the mouth of the Miami River could be utilized for
Exposition development connected to and developed in conjunction
with other public and/or private downtown sites. Appropriate
support uses could be developed to serve the operations of the
Exposition.
SITE B3
RIVER QUADRANT
SITE SIZE-30 ACRES
This private site is of sufficient size to accommodate a
significant amount of Exposition space. Because of its somewhat
remote location, connections to another site or sites should be
developed. The possibility of a new Metrorail Station could make
this site more accessible and provide direct access to one or
more other potential Exposition sites.
SITE B4
DUPONT PLAZA
SITE SIZE-15 ACRES
This private site has been proposed for development of an
Exposition Center with 250,000-300,000 sq. ft. of exhibit space,
a hotel, retail, office space, a new Metromover Station and
parking. If the proposed development were to be implemented, all
of the proposed uses could be utilized as part of Expo 95.
