DATE : ` ^ R 3 1990 FILE
RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached ordinance amending Ordinance No. 10642, the City's
Capital Improvement Appropriations Ordinance, to increase the
appropriation for Morningside Highway Improvement, Project No.
341116.
BACKGROUND:
The Department of Public Works, in order to accomplish the
rebuilding of streets within the Morningside neighborborhood, is
proposing an amendment to the City's Capital Improvement
Appropriations Ordinance No. 10642 to increase the appropriation
for Morningside Highway Improvement, Project No. 341116, by
$200,000.
At the January 12, 1989 City Commission meeting, several property
owners residing in the Morningside neighborhood requested that the
City Commission approve major changes to the .existing design of
the street improvements in the Morningside Highway Improvement
District. The changes include storm drainage and roadway
realignment, modifications of the materials and methods used
during storm drainage and roadway construction and an increase in
the amount of construction work required. The City Commission
approved the request of the property owners and the Public Works
Department complied by re -engineering the design plans and
specifications.
Morningside Highway Improvement was first included in the Capital
Improvement Program in 1980. Since that time, the Metropolitan
Dade County Department of Environmental Resource Management has
established strict regulations to protect the water and sea life
of Biscayne Bay. The regulations require extensive storm drainage
system modifications to prevent polluted storm water from entering
Biscayne Bay. The design plans and specifications have been
modified and upgraded to provide for the protection of the
environment.
The additional $200,000 necessary to comply with these
requirements are available from the 1984 Storm Sewer General
Obligation Bond Fund.

ENCLOSURES.
At the January 12, 1989 City Commission meeting, several property
owners residing in the Morningside neighborhood requested and
received approval from the City Commission for major changes to
the existing design of the street improvements in the Morningside
Highway Improvement District. The changes include storm drainage
and roadway realignment, modifications of the materials and
methods used during storm drainage and roadway construction and
an increase in the amount of construction work required.
Since the time that Morningside Highway Improvement has first
been included in the Capital Improvement Program, the
Metropolitan Dade County Department of Environmental Resource
Management has established strict regulations to protect Biscayne
Bay. The regulations require extensive storm drainage system
modifications to prevent polluted storm water from entering
Biscayne Bay.
The design plans and specifications have been re -engineered and
upgraded to comply with these requirements. Since these required
modifications have increased the cost of re -building the
Morningside neighborhood streets, the Public Works Department is..
proposing a amendment to the City's Capital Improvement
Appropriations Ordinance No. 10642 to increase the appropriations
for Morningside Highway Improvement, Project No. 341116, by
$200,000.
If you concur with this recommendation please authorize this
