HomeMy WebLinkAboutO-10734J-90-232 3/21/90 ORDINANCE NO. 10734 AN ORDINANCE AMENDING CHAPTER 54 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, ENTITLED 'STREETS AND SIDEWALKS' BY AMENDING SECTION 54-104 ENTITLED 'NONSTANDARD STREET WIDTHS', BY MODIFYING THE WIDTHS OF CERTAIN STREETS; ESTABLISHING AN EFFECTIVE DATE; AND CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, Article V of Chapter 54 of the Miami City Code establishes base building line locations for all public streets within the City of Miami; and WHEREAS, the City Commission approved a Professional Services Agreement for the creation of a pedestrian mall at Northwest and Northeast 9th Street between Biscayne Boulevard and Northwest 3rd Avenue on September 2, 1987, which requires modifications to the base building line location within the project area; and WHEREAS, the City Commission approved the final plat of Alandco-Section One on October 26, 1989, which requires modifications to the base building line location on Southwest 3rd Street between Southwest 2nd Avenue and Southwest North River Drive; and WHEREAS, the Florida Department of Transportation has recently completed the reconstruction of Miami Avenue between the Miami River and South 7th Street, which requires modifications to the base building line location; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 54-104 of the Code of the City of Miami, Florida, as amended, is hereby amended in the following 0 19734 "� particulars: I/ "CHAPTER 54 STREETS AND SIDEWALKS ARTICLE V. BASE BUILDING LINES Sec. 54-104. Nonstandard street widths. Base building lines shall be located from the centerline as specified for each of the following streets: (15) (15. ,3rd Street. ENCLOSURES: Ordinance City Manager RECOMMENDATION: The Department of Public Works recommends adoption of an ordinance amending Chapter 54 of the Code of the City of Miami entitled "Streets and Sidewalks" by amending Section 54-104 entitled "Nonstandard Street Widths". BACKGROUND: Article V of Chapter 54 of the Miami City Code establishes the width of all public streets within the City by establishing base building line locations. The Department is proposing to change the base building line locations for several streets by adding certain streets to Section 54-104 entitled "Nonstandard Street Widths". The City Commission approved a Professional Services Agreement for the creation of a pedestrian mall on North 9 Street within the Southeast Overtown/Park West Redevelopment Area on September 2, 1987. The approved design concept will require that the zoned width of North 9 Street 'between Biscayne Boulevard and 1-95 be increased from its current 50 feet to 80 feet. The additional street width will allow for the full development of the mall design as proposed by the design consultants. The City Commission approved the final plat of Alandco-Section One on October 26, 1989. This subdivision closed and vacated a portion of S.W. North River Drive between S.W. 2 Avenue and S.W. 3 Street, thereby increasing traffic demands on S.W. 3 Street between S.W. 2 Avenue and S.W. North River Drive. This additional traffic demand will result in the need to increase the width of S.W. 3 Street at this location from 50 feet to 60 feet. The developers of the Alandco-Section One Subdivision will therefore be required to redevelop S.W. 3 Street between S.W. 2 Avenue to S.W. North River Drive to a full width of 60 feet. Page 1 of 2 10734 (3 _/ 9 Honorable Mayor and Members of the City Commission The Florida Department of Transportation has recently completed the reconstruction of the Miami Avenue Bridge including the Miami Avenue approach to the new bridge. Miami Avenue between the Miami River and South 7 Street was converted to a "one-way" northbound roadway and completely reconstructed within 50 feet of the zoned 60 feet of right of way width. Since numerous structures, including the "Tobacco Road", encroach into the remaining 10 feet of undedicated right of way width and the additional width is not required for roadway widening, the zoned width of Miami Avenue between the Miami River and South 7 Street should be reduced from its current 60 feet to 50 feet.
